Description

Extension of the kindergarten and community centre in Holzerath - Lot 04 Structural design ---- The current premises of the kindergarten Holzerath are located on the ground floor and basement of the community centre of Holzerath (old building). On the upper floor (attic), the local community has a large meeting and gymnastics room with kitchen and sanitary facilities, which is regularly used by the local associations and the kindergarten. The youth room is also located on this upper floor. Other rooms for club activities and meetings are not available, so that an extension of the kindergarten in the inventory is completely impossible. Currently, the Kita Holzerath has 4 groups with a total of up to 80 places, including a temporary group in the movement room (basement). The daycare centre still has a temporary operating licence until 31.12.2027. In addition, as part of the transitional solution, it was agreed that the day care center could use the community hall in the attic of the building as a replacement for the movement space in the basement until further notice. In the needs planning discussions, in March 2019 and February 2021, with the state and district youth offices, it was stated that the permanent establishment of a 4. The group was absolutely necessary and the total capacity had to be increased to a total of 95 (children's) places. Furthermore, the spatial separation between kindergarten and community areas as well as separate accesses in the sense of inclusion and high-traffic rooms on one level were demanded. The new spatial conditions should take account of inclusive pedagogy and the needs of all users. The existing heat pump must be designed for future needs and the room temperature of the rooms must be individually controllable. Exposure by daylight and artificial light as well as ventilation and shading options must be designed in function according to the user groups. The sanitary facilities must also be designed in function according to the user groups. When redesigning the kitchen and adjoining rooms, they should enable professional work and be dimensioned in such a way that the various meals can be freshly prepared in the daily routine for all children. Overall, the technical systems are to be planned in an energy-saving and cost-effective manner. The new kindergarten playground is to be designed on a part of the large paved area (ground floor level) and the adjacent green and embankment areas according to the prevailing topography. The outdoor play areas are to be equipped with as versatile, especially natural play facilities as possible and fully integrated into the pedagogical work. Play equipment should have as diverse an excitation character as possible. On the basis described above as well as the other official guidelines, the architectural office commissioned with the building and interior design developed a preliminary design (performance phase 2 of the HOAI) agreed with all previous participants. This is where the technical planning has to be aligned and carried out. Energy and media billing should be determined in a user-differentiated manner. For the grant procedure (funding and approval procedure) of the planned investment and maintenance measures, the cost calculation stages (DIN 276) after conversion of the Bürgerhaus (UB) and Kita (UK), extension of the Bürgerhaus (EB) and Kita (EK), conversion of the communal areas of the Bürgerhaus and Kita (UBK) in accordance with the colour-coded areas in the attached building floor plans must be defined. The currently assumed costs (cost estimate of 4 February 2025) for KG 300 and 400 (net) are distributed as follows over the four construction phases: Construction phase (1. KG 300 (net) / 2. KG 400 (net)) --- Extension Municipal House: 1.102.128,12 EUR / 145.868,61 EUR --- Conversion Municipal House: 105,714.80 EUR / 81,449.55 EUR --- Extension Kita: 1.061.774,38 EUR / 224.375,92 EUR --- Conversion Kita: 245.955,55 EUR / 153.110,80 EUR --- Total costs: 2.515.572,85 EUR / 604.804,88 EUR. For all planning services, a division of costs into the four construction phases extension day-care centre, conversion day-care centre, extension community hall and conversion community hall must be taken into account as part of the planning, so that the subsequent billing and use of funds can be carried out accordingly vis-à-vis the grantors.
