Preparation and delivery of hot meals to the clients of the Municipal Social Welfare Centre in Krakow in the period from 1 January 2026 to 31 December 2028.
The subject of the order is to provide customers of the Municipal Social Welfare Center in Krakow with a hot one or two-course meal, in the amount not less than 600ml or 600g each time, not including drinks, including water, coffee, tea, compote and appetizers such as pudding, kisiel, fruit jelly. An exemplary menu for 14 consecutive days is attached as Annex 1 to this specification. The contractor is obliged to attach to the offer a proposal for a menu covering a period of 3 weeks. On the basis of the menu proposal, compliance with the conditions for participation in the procedure regarding the quality of meals will be assessed. The conditions for performance of the subject-matter of the contract are set out in these specifications and in the contract, a specimen of which is attached as Annex 7 to these specifications. The contract is divided into eight lots. Specific conditions for the performance of the subject-matter of the contract: 1. At least 2 times a week, a meat meal is to be served, e.g. potatoes (alternatively groats or rice), a portion of meat or fish, salads (alternatively cooked vegetables) or other meat dishes, e.g. croquettes, dumplings with meat. 2. Meals should be varied, unique during the week and prepared on the day of delivery from full-fledged, fresh products with current expiry dates. It is unacceptable to serve reheated meals prepared by processing deep-frozen products. 3. Meal is to be provided 7 days a week, whereby a hot meal must be served at least 5 days a week, and for the sixth and seventh day the operator is obliged to issue meals (not frozen) on the preceding day. 4. The client may be given no more than 3 meals a day and no more than 9 meals a week. Meals overdue for a maximum of two days preceding the day of issue may be spent. 5. Meals will be issued on the basis of lists provided by MOPS Branches. The lists will contain encoded personal data in the form of an identification number assigned to a given customer. 6. Meals may be issued only on presentation of an ID card and proof of identity. 7. The customer will confirm the receipt of meals by submitting a legible signature and providing the date of receipt of the meal on the lists provided decade by the MOPS Branch. 8. Unused meals in excess of two shall be systematically deleted by the contractor. 9. The contracting authority shall provide the contractor with updated customer lists for a decade, at the latest 2 days before the end of the decade, stating: 1) the identification number of the customer, 2) the period for which the meal is granted, 3) if other persons are entitled to receive the meal, the name of that person; 10. If the ordering party awards a meal within a time limit that makes it impossible to show the customer on the list referred to in paragraph. 7, the contracting authority shall inform the contractor by e-mail or fax about the provision of assistance in the form of meals, and then, at the latest 2 days after the provision of assistance in the form of a meal to new customers, the contracting authority shall provide the contractor with an additional list on which the customer will confirm receipt of the meal with the date of delivery of the meal. 11. The Contractor may not, instead of the prepared meal, pay the customer the equivalent of the meal in money or change the meal into unprocessed goods. 12. The Contractor is obliged to perform the subject of the contract with due diligence and generally applicable legal standards, in particular sanitary standards, the Act of 25 August 2006 on food and nutrition safety. 13. Adequate accommodation must be provided in the places where meals are consumed to enable the consumption of the meal, in particular a seat at the table (without distinguishing between places indicating special treatment). The premises where meals will be served should meet the requirements of Sanepid for mass caterers and meet the fire and health and safety requirements for such facilities. 14. The contractor is obliged to provide a pledge on which meals will be issued in the premises. In the event that the customer intends to eat a meal away from the premises, he will be obliged to provide the packaging or cover the costs of packaging the take-away meal from his own funds. 15. During the hours of serving meals to customers of the ordering party in the premises, there must be a total ban on the sale and consumption of alcohol and smoking. 16. The premises where meals will be issued are to be available on working days for a minimum of 4 hours a day, and on non-working days (e.g. on Saturday) meals are to be issued for a minimum of 2 hours a day. 17. In the event that the contractor provides generally available services, it is possible to replace a meal from the menu for people using MOPS with a meal from the generally available menu, while providing at least 1 meal of the value specified in the offer. In a situation where the price of the selected meal from the public menu is higher than the value of the meal for people covered by the MOPS, the customer will pay the appropriate surcharge. 18. In emergency situations, such as announcing the state of epidemic or epidemic threat, the contracting authority may make changes to the requirements related to the delivery of meals, e.g.: the hours or days of the week on which meals are to be served, the maximum number of meals delivered to the customer on a single day, the method of acknowledging the receipt of meals, the financing of take-away packaging. 19.Time limit for completion of the subject of the contract (same for all parts of the contract): from 1 January 2026 to 31 December 2028 inclusive. 20. The contracting authority shall allow partial tenders to be submitted. 21. The Ordering Party does not allow the submission of variants and electronic catalogues. 22. The contracting authority provides for the possibility of awarding contracts referred to in Art. 1 point 7 of the PPL Act.
