In the description of the subject of the contract, the contract includes: 1) Article 100 of the PPL: The Ordering Party's goal is to improve the comfort, safety and accessibility of the health care infrastructure for all users of the facility, in particular patients, medical personnel and people with special needs, by implementing the investment in accordance with the principles of universal design and accessibility referred to in the above-mentioned Regulations. The contract also aims to reduce the nuisance of the works carried out for the users of the facility and to minimise the risk of exposure of patients and staff to asbestos fibres. Determination of expenditures to achieve the indicated effect: included in the scope of PFU development. How the social aspect of the contract is taken into account: • taking into account accessibility requirements for people with disabilities and design for all users in accordance with Article 100 of the Public Procurement Act, • applying solutions that improve the comfort of patients and hospital staff, • making and modernising accessibility elements, including slipways and communication for people with special needs, • carrying out works in a way that minimizes nuisance for patients and hospital staff, • applying solutions that reduce the risk of asbestos fibre emissions and the impact of works on the health safety of users, • ensuring the continuity of hospital wards during the implementation of the investment, • requiring the contractor or subcontractor to hire people performing construction works on the basis of an employment relationship in accordance with the provisions of the Labour Code. 2) Art. 96 and Art. 101 para. 1 of the PPL Act: The Employer's goal is to reduce the impact of the investment on the environment by applying solutions that increase the energy efficiency of buildings, reduce energy and utilities consumption and minimize pollution emissions and energy losses throughout the life cycle of the investment. The environmental aspect is taken into account in the PFU by specifying requirements for: • thermal renovation of buildings, including insulation of facades and flat roofs and replacement of window and door joinery, • use of insulation materials improving energy parameters of building partitions, • use of renewable energy sources, including photovoltaic installation and energy storage, • use of energy management system, • use of waste heat recovery solutions from medical waste incineration plants and technological installations, • modernisation of heating infrastructure to reduce heat losses, • use of solutions reducing the risk of emissions of asbestos fibres, • use of materials and technical solutions with increased durability and reduced operating costs. The innovative effect will be implemented through the use of modern technical, technological and installation solutions enabling the optimization of operating costs, increasing energy efficiency and automation and monitoring of the technical infrastructure of facilities. The innovative aspect is taken into account in the PFU by defining requirements for: • the use of energy management systems, • the use of waste heat recovery installations, • the use of automatic cleaning systems for recovery boilers, • the use of monitoring, control and measurement and control systems, • the use of modern technological installations and building automation, • the use of equipment and solutions to reduce energy losses and operating costs, the use of solutions to improve the energy efficiency of hospital infrastructure If standards, technical assessments, technical specifications and technical reference systems referred to in Article 101 sec. 1 point 2 and lips. 3 of the Public Procurement Act, the Contracting Authority allows solutions equivalent to those described, and such reference is accompanied by the words ‘equivalent’. The Contracting Authority shall require the Contractors to carry out an on-site inspection of the site of the planned construction works. Submission of an offer must be preceded by a local visit.
