Description

Project management competition relating to the construction operation rehabilitation of the judicial city of Lons le Saunier. It will bring the judicial services together on a site. The courts of Lons le Saunier currently suffer from a chronic lack of space and a breakdown of services. The operation consists of constructing the judicial city of Lons le Saunier to consolidate all jurisdictions on the same site (Anne Frank). A first operation delivered in 2018, had allowed the rehousing of the tribunal d’instance, the commercial court and the council of prud’hommes within the former normal school of girls (about 1 000 m² of SU). The project of the Pierre Vurpas et associés agency aimed at a careful restoration of part of the existing building, protected as heritage, while integrating a contemporary architectural component In the extension of this operation, the objective of the new programme is to continue the consolidation and thus to rehabilitate the rest of the areas not previously the subject of works, to increase the surfaces available to accommodate the tribunal de grande instance and to constitute a single and coherent judicial complex It also includes the construction of parking spaces and the development of outdoor spaces (forests and traffic). The useful surface needs of the future courthouse are estimated at about 2,700 square meters. The core mission includes: sketch – Diagnostic Studies (ESQ/DIAG), Summary Pre-Project Studies (APS), Final Pre-Project Studies (DPA), Project Studies (PRO); visa studies (VISA); assistance to the contracting authority in the award of works contracts (ACTs), the management of the execution of the works contract(s) (DET); the assistance provided to the contracting authority during the acceptance operations and during the period of the guarantee of perfect completion (AOR). Reminder: The basic mission incorporates the obligations relating to the management of site waste within the meaning of Law No 75.633 of 15 July 1975 as amended and the implementing legislation. This mission will be complemented by the following additional missions: — a task for the definition and execution of the demolition of the works of the existing archives; — Re-use of materials – a mission for the installation of non-fixed furniture equipment (MOB), – a task to develop and monitor the work of the information signage system (SIGN), – a mission to coordinate fire safety systems (CSSI) within the meaning of standard NFS61931 (the prime contractor is the SSI coordinator in design and construction) for all phases. — a mission to assist in the preparation of the operation-maintenance The operation will fall within the ceiling costs and will have to meet specific functional and technical requirements. Particular attention will be paid to the answers provided in particular on architecture, heritage development, urban integration, the quality of public and working spaces, functional and technical requirements, ease of operation, maintainability and safety. Particular attention will also be paid to the bioclimatic design of the building, the thermal comfort and environmental performance. Any mandatory additional services complement the mission and relate to the realisation by the project manager of the BIM model from the DIAG phase as well as the function of BIM manager
