Description

The Ministry of the Economy of the Republic of Lithuania shall procure evaluation services (hereinafter ‘the services’) of the institutions for the supervision of economic operators* (hereinafter ‘supervisory authority’) in the context of the project ‘Coordination of the optimisation of the supervisory functions performed by business control authorities’ (project code No VP1-4.3-VRM-02-V-0001) (hereinafter ‘the project’), financed under measure VP1-4.3-VRM-02-V ‘Promotion of public policy reforms’ priority 4 ‘Strengthening administrative capacity and improving the efficiency of public administration’ of the 2007-2013 Operational Programme for Human Resources Development.
The purpose of the procurement of services is to assess the scope for consolidation of supervisory authorities in eleven areas of supervision (environmental protection, infrastructure and construction safety, transport safety, consumer safety, food and veterinary medicine, health, quality of education, social and occupational safety, public safety, cultural protection, public revenue collection) (hereinafter referred to as ‘supervisory areas’) and to provide advice in the preparation of specific plans for restructuring and/or improvement of the supervisory authorities in order to optimise the activities and system of supervisory authorities in order to prevent duplication of supervisory functions and to ensure the efficient use of State resources and oversight functions.
The services provided will contribute to the achievement of the objectives of Resolution No 511 of the Government of the Republic of Lithuania of 4 May 2010 on the optimisation of the supervisory functions performed by the institutions, while contributing to the achievement of the objective of consolidation of supervisory authorities set out in paragraph 93 of the Sixteenth Government Programme for 2012-2016, approved by Resolution No XII-51 of the Seimas of the Republic of Lithuania of 13 December 2012.
*The concept of supervision of economic operators’ activities is laid down in Article 361 of the Law of the Republic of Lithuania on Public Administration.
