Germany-Weßling: Repair, maintenance and associated services related to aircraft and other equipment

The DLR device FX (here: Institute for Flight Experiments) is located in Oberpfaffenhofen, with HALO (D-ADLR/Gulfstream G550), one of the most advanced and most recent research aircraft in the world.
It is equipped with two roller royce BR 170 engines, for which maintenance is already carried out (here: Corporate Care Agreement No. A.182.002.000) with Rolls-Royce. This 2008 contract is annexed to the procurement documents and provides for monthly payments to Rolls-Royce, which will be charged to the actual costs incurred in the event of damage caused by maintenance or exchange of parts. In addition, this contract includes free of charge services, such as annual engine training for a DLR aircraft mechanic, the provision of appropriate manuals and online access to technical publications, which the DLR, as an aircraft operator, must prove to the Federal Aviation Authority. In addition, the entity shall provide access to the performance and maintenance data transferred by the engine. On the basis of these data, initial (damage) analyses can be made in the event of a claim. This is particularly important in order to minimise the standstill times of HALO and to comply with the schedule agreed with the consortium of users of the research aircraft.
The above-mentioned contract consists of the entry into service of the air carrier in 2008 and can only be offered through the engine manufacturer itself. The contract provides for a duration of 10 years (here: 2008 to 2018). This means that, until the end of 2018, the manufacturer Rolls-Royce provides DLR with this type of ‘insurance programme’ on the two engines. There is no alternative to the supplier, since to this extent such a service can in principle only be offered by the manufacturer himself.
This assignment 67238616 forms the basis for demand orders to be generated during the year 2017.
The monthly amount to be paid to Rolls-Royce (here: Corporate Care Rate) is made up of the following parameters according to the contract:

The monthly flat rate of Rolls-Royce of USD 23 078.67 in the current contract year is based on an estimated number of flight hours on HALO of 508.0 for 2017.

B3.2 – Line Replaceable Parts Coverage;
B3.3 – Lease Engines;
etc. to B3.10 – Rolls-Royce Continued Engine Management Support.
