Description

Starting from the identified needs and from the analysis of the flows, the proposed solutions consist in expanding the existing IT system by purchasing new IT modules to serve the activity of the Emergency County Clinical Hospital "Sf. Spiridon" Iași, by purchasing and installing the necessary equipment (servers, IT equipment, communication equipment, telephony, security, related equipment, software licenses), migrating data to the new systems and infrastructures, installing and configuring the related IT applications and training the technical staff and users at the level of the unit. Digitalisation aims to implement new modules within the existing and centralised integrated system to ensure the secure transmission of information within the Emergency County Clinical Hospital ‘Sf. Spiridon’ Iași, with the main benefit of increasing interoperability and optimising operational flows, as well as expanding IT platforms to provide the tools needed to digitalise activities related to the provision of medical services to patients and non-medical services to employees. The modern technologies provided allow the extension of a complex system under advantageous financial conditions, allowing the punctual integration of existing compatible equipment, the implementation of systems dedicated to specific medical activities, as well as the possibility of further developments. The names of products, quantities, unit prices and estimated value can be found in the product specification and in Annex 1 and Annex 2 which form part of this documentation. The package of solutions for the digitization of the hospital's activity provides: - Digitalisation of interaction with third parties - Digitalisation of specific and institutional (support) internal flows / digitalisation of processes - Preparing the system for interoperability with other health institutions/units respectively for data integration/consolidation and replication; - Training employees to use efficient digital methods; - Preparing the system for interoperability with other health institutions/units; - Performing authentication of users to digital services by means of electronic identification at assurance level at least substantially, as defined by Regulation (EU) 2014/910; - Storage and presentation of health data in accordance with existing formatting standards for handling health data (HL7, HL7 FHIR) as well as interoperability/data exchange (where applicable) with similar national and European systems (eHDSI INTEROPERABILITY SPECIFICATIONS) - adherence to international standards ICD 10 (upgradable to ICD 11), DCI/ATC, HL7, LOINC and SNOMED for the nomenclatures used - The designed security solution will ensure confidentiality of information transfer. The information in such a system will be protected against threats in any situation, either when it is stored or when it is transported.
