Description

The aim of the contract is to cover the Contracting Authority ́s need for consultancy services at full cost. The contract will apply to consultancy services within the area of full cost in general, but the main quantity of the assignments will be connected to the self-cost accounts. The need includes fixed assignments and deadlines throughout the year and in addition assignments that will vary over time and between the municipalities. The Contracting Authority would like to use this procurement to enter into a framework agreement for fixed and variable assignments with one tenderer.

Description: After an assessment, the contracting authority has concluded that climate and environment will not be used in this competition as an award criteria or as a requirement in the requirement specification. The background for this is that the nature of the procurement is typically office work with limited travel activities. It is the contracting authority ́s assessment that the climate footprint and environmental impact of the execution of this agreement will be almost the same as that of a permanent employee. The contracting authority therefore believes that in this case we find ourselves in the exclusionary provision in the procurement regulations § 7-9 fifth paragraph, as the procurement is justified in accordance with nature to have a climate footprint and an environmental impact that is immaterial.
