Passenger transport services in line bundles 6 and 7 of the district of Neumarkt i.d.OPf.
As the competent authority within the meaning of Regulation (EC) No 1370/2007 of the European Parliament and of the Council of 23 October 2007 on public passenger transport services (Regulation (EC) No 1370/2007), the Landkreis Neumarkt i.d.OPf. intends to award a public service contract (ÖDA) for public passenger transport services within its area of competence. The proposed ODA covers all current and future public passenger transport services in bundles 6 and 7. At the start of operations (see section 5.1.3), these are the services on the following VGN lines: Bundle 6 ‘Parsberg Nord’ 536: Rufbus Parsberg – Klapfenberg/Darshofen 537: Parsberg – Darshofen – Rammersberg 541: Parsberg – Velburg – Albertshofen 542: Parsberg – Klapfenberg – Engelsberg 543: Parsberg – Lupburg – Niederhofen 548: Parsberg – Hohenfels – Lauf/Raitenbuch 588.2: Batzhausen – Seubersdorf Linienbund 7 ‘Parsberg Süd’ 528: Berching - Breitenbrunn - Erggertshofen - Tiefenhüll 531: Parsberg - Herrnried - Breitenbrunn - Gimpertshausen 534: Parsberg - Staufersbuch 535: Parsberg - Gimpertshausen 546.1: Dietfurt - Zell (b. Dietfurt) 546.2: Dietfurt - Muttenhofen 547: Parsberg - Breitenbrunn - Dietfurt - Töging 588.1: Dasßwang - Seubersdorf - Waldkirchen The intended award concerns the entire service area covered by the line bundles. ÖDA refers here to public transport services within the meaning of Paragraph 8 of the PBefG, irrespective of the form of operation in detail (in particular regular services within the meaning of Paragraphs 42 and 43 of the PBefG and flexible forms of operation within the meaning of Paragraph 44 of the PBefG). The operator will be granted an exclusive right within the limits of Section 8a(8) PBefG. The ODA will include provisions to adapt the transport offer within the framework defined in the ODA to changing transport needs and to the local transport plan in its current version as well as to other changed circumstances (such as technical developments, environmental and climate protection concerns). The rights of amendment relate to the nature, scope and quality of transport services and to transport tariffs. This may result in changes both in the stock and history of the lines, as well as in the timetable and tariff offer, in the form of operation (regular line operation or flexible modes of operation) or in other aspects such as vehicle and other quality standards. As a result, the lines can change, new lines can be added or today's lines can be omitted. The volume of traffic recorded by the ÖDA can be reduced or expanded. With this information, the competent authority complies with the publication obligation under Section 8a II of the Passenger Transport Act (PBefG) in conjunction with Article 7 II of Regulation (EC) No 1370/2007.
