Ramavtalet omfattar behandlingsinsatser för vuxna personer med skadligt bruk och beroende. Upphandlingen är uppdelad i två delområden: Heldygnsvård i behandlingshem och Öppenvård. Målgruppen är vuxna personer från 18 år. Utföraren ska erbjuda beteendeförändrande insatser som bidrar till förbättringar av klienternas livssituation, föräldraförmåga, funktionsförmåga och livskvalitet. Insatserna ska vara fokuserade på beroendeproblematik.
