Description

The district management in the urban regeneration area is a public authority. District management includes the tasks of occupant activation, ownership activation and advice, as well as the position of the renovation officer. The three tasks overlap in key components and in terms of target groups and will therefore be awarded to a contractor.
Occupant activation:
— Information to residents and stakeholders,
— Population participation in urban conversion projects,
— Activation of occupants,
— Management of district funds,
— Operation of district offices for all three functions.
Owner advice and activation:
— Establishing contacts with owners and developing tailor-made advice to owners,
— Development of concepts for the use and development of the building stock,
— Development and establishment of an advisory pool or network for owners;
— Preparation of contracts and accounts for the house and farm programme,
— Concepts for activating empty stands, vacant management for integrated retail and commercial areas.
Recovery officer:
— Preparation of agreements and certificates for modernisation and repair measures within the ‘Urban Renewal Authority Centre’ area in accordance with the Income Tax Act (Einkommensteuergesetz, ‘EStG’),
— Preparation of opinions, authorisations and refusals of authorisations for projects and legal operations under Paragraph 144(1) of the Baugesetzbuch (BauGB) within the ‘Urban Renewal Authority Centre’ area,
— Follow-up of the social study for the area of urban conversion of the ‘heavy centre’.
