This procedure is carried out within the framework of the national programme carried out in accordance with Decision No 23/2025 establishing the National Healthy Meal Programme in 2025. Considering that the educational establishments included in the national programme: Gymnasium School No 165, Gymnasium School No 108, Gymnasium School ‘G-ral Eremia Grigorescu’, Gymnasium School ‘George Bacovia’ and Gymnasium School ‘Ienăchiță Văcărescu’ do not currently have a canteen for self-preparation at any of the premises where they operate, the food support was chosen to be a catering meal. The object of the purchase is to provide food support for preschoolers and pupils in educational establishments: Secondary School No 165, Secondary School No 108, Secondary School ‘G-ral Eremia Grigorescu’, Secondary School ‘George Bacovia’ and Secondary School ‘Ienăchiță Văcărescu’, for a number of 3,680 preschoolers and pupils attending a school year. The food support shall, as a rule, consist, where appropriate, of a hot meal, catering, for pupils in educational establishments, to be served in a dedicated space provided by the contracting authority, in compliance with the Hygiene Rules, Article 3(1)(b) of Government Decision No 23/2025. The successful economic operator will provide the necessary support for the hot meal to be served within a maximum of 60 minutes of delivery, otherwise the food will be stored, until serving, in designated spaces, where there are adequate handling and storage conditions, at appropriate temperatures that can be monitored and controlled. For exceptional situations where there is no possibility to serve the hot meal, for example the Different School, or other organised activities, a food package will be provided, which will be kept, until serving, in designated spaces, in which there are adequate handling and storage conditions, at appropriate temperatures that can be monitored and controlled, Article 3(1)(c) of Government Decision No 23/2025. At the reasoned request of the parents/legal representative, made in writing and supported by a supporting document, registered with the secretariat of the educational unit where the preschooler/pupil is registered, preschoolers and pupils who, for medical, cultural or religious reasons, cannot benefit from the hot meal or, as the case may be, from the food package, will benefit from food products appropriate to their situation, within the limit of the daily value provided. In the case of preschoolers and pupils who for cultural or religious reasons cannot benefit from the hot meal or, as the case may be, from the food package, the supporting document is the declaration on their own responsibility of the parents/legal representative.
