Baggrunden for nærværende udbud er DRS' pligt til at indsamle emballager, som er tilmeldt DRS.
Udbuddet omfatter levering af pantsække til brug for aflevering i pantstationer etableret af DRS. En pantsæk er en sæk som forbrugerne skal anvende ved opsamling af Emballager, og som forbrugeren efterfølgende selv returnerer i en pantstation eller andet opsamlingssted. De nærmere krav og DRS' anvendelse af pantsækkene er beskrevet i kravspecifikationen med bilag.
