The target of the acquisition is 24-hour service housing services from the Villa Hiessilta unit of the Autism Foundation sr. The services are provided to eleven (11) individual customers. The services are based on the Act on Special Care for Persons with Developmental Disabilities (519/1977). The procurement is divided into lots so that each customer forms its own part of the procurement. A customer-specific justification must be kept confidential under section 24(1), point 25, of the Act on the Openness of Government Activities (621/1999, Act on the Openness of Government Activities), as it contains information on the client and service of social welfare services. The well-being area concludes a procurement contract with the service provider. The contract is awarded by the conclusion of a separate written contract. The contract is valid for a fixed term until 31 August 2025 at the latest. The estimated value of the purchase of one customer’s service is approximately EUR 330.000 on average. Therefore, the value of a customer-specific contract does not exceed the threshold set out in section 25, subsection 1, paragraph 3 of the Act on Public Contracts for social and health services in Annex E (EUR 400.000).
