Germany-Mainz: Architectural, construction, engineering and inspection services
On 11 May 2022, the Digital Affairs Committee of the German Bundestag asked the Federal Government to commission several expert opinions in preparation for monitoring the availability of a minimum range of telecommunications services and the forthcoming evaluation of the Telecommunications Minimum Supply Ordinance (TKMV) in 2023. Studies shall be carried out on the following topics:
1. The analysis of parallel use scenarios for multi-person households and their influence on the minimum requirements of the TKMV.
2. The identification of other quality parameters besides the bandwidths in the download and upload, as well as the latency, which are decisive for a stable use of the services covered by the basic service.
3. The analysis of transmission techniques that are suitable to meet the requirements identified in points 1 and 2.
4. The development of a valid database on the minimum bandwidths actually available in Germany, based on individual households.
In the context of this procurement procedure, expert opinions on points 1, 2 and 4 will be put out to tender in three lots by the Federal Network Agency.
For technical reasons, for the three lots 3 procedures or individual reference numbers had to be created in the e-procurement (2022/018/Z25-7 - Lot 1, 2022/018/Z25-7 - Lot 2, 2022/018/Z25-7 - Lot 3).
