Description

The Province of North Holland intends to conclude a contract with a tenderer for:
Demand scope: supply, hosting and management (“keeping available online” of the system and processing technical changes and/or additions) of a user-friendly * system for a website and intranet, with forward-looking, flexibility and customer-oriented key elements.
* See Annex “System Context”. This document has been the starting point for defining the scope of the question.
The corresponding objectives, which should be implemented, are:
— maximum flexibility in relation to a * changing organisation,
— optimal accessibility and ease of use of the website and intranet (both for visitors and editing),
— optimal * * customer satisfaction.
Additional project objective:
— optimal application of: personalised information offer, GIS information, widgets and search engine (participation is mentioned in the presentation of the market meeting, but this was already included in the requirements and framework conditions).
* Changing means, for example, that every 4 years a different coalition agreement also gives the province a different political agenda. This shifts the province’s focus on other themes and interests. This requires a website that can easily display the related information in a different way.

— citizens,
— businesses,
— institutions,
— other public authorities,
— members of the State,
— provincial employees.
Finally, the web campaign is also an important customer.

Outside the scope of this contract:

— a document management/archiving facility,
— the provision of an administrative information system (RIS/BIS) PNH uses (i) Babs for this purpose.
