Description

Direct award of a public service contract under Article 5(2) of Regulation (EC) No 1370/2007 on the routes of the Mariazellerbahn and the Citybahn Waidhofen for local and regional public passenger transport services in the federal state of Lower Austria, including regional lines crossing the borders of the province of Lower Austria and neighbouring competent authorities.
It is expected that from 13 December 2020 regional SPNRV services will be provided between St.Pölten Hauptbahnhof and Mariazell and in the urban area of Waidhofen on the Ybbs (approximately 1.05 million train-km per year).

The train-kilometre performance to be provided is exclusively subject to the adaptations (reduction/extension) to be requested by VOR GmbH due to ongoing changes in transport needs in view of changing demographic, economic or infrastructure conditions, in particular as a result of the annual change in timetable. Such adjustments to the performance due are acts inherent in the performance of the contract. Service adjustments in the form of additional services/reductions of train-kilometres and their impact on the total amount of the allowance must not exceed 15 % of the contract value of the total tender (excluding: Valorisation) throughout the duration of the contract. Cost/kilometre neutral redeployments are allowed at any time.
The vehicles currently in use must be used to provide the services.
The Contracting Authority reserves the right to reduce the demand for the services on the basis of the budgetary coverage. In addition, the contracting authority reserves the right to terminate early, under conditions to be determined in the context of the contract negotiations.
Indicative duration of the assignment: 13.12.2020 to rescheduling 12.2035.
The transport services to be provided under the contract must be provided in the joint fare.
