This contract is divided into 3 (three) lots as follows: 1. Lot 1: ‘Development planning, filming and digitisation services’; 2. Lot 2: ‘Investment design, photographing and technical passports of buildings and public spaces’; 3. Lot 3: ‘Investment design of technical infrastructure, roads, streets’. The aim of this procedure is to conclude a framework agreement, for each specific lot, between the municipality of Provadia and potential contractors, which does not set out all the conditions for the award of individual contracts. The contracting authority decides to conduct an open procedure for the conclusion of a framework agreement, for each specific lot, which does not set out all the conditions. The maximum number of potential contractors with which the Contracting Authority will conclude a Framework Agreement for each specific lot is up to 3 (three) or fewer if there is not a sufficient number of participants who meet the selection criteria or the pre-announced conditions of the Contracting Authority. The scope and volume of individual contracts awarded on the basis of the framework agreement for each specific lot will depend on the specific need as well as the requirements of the legal framework during the term of the framework agreement. The contracting authority will specify the volume, the specific scope, the period for performance when awarding each individual contract within the framework of the agreement by sending a written invitation to the persons under the framework agreement to conduct an internal competitive selection for the designation of a contractor. In the event of the opening of a subsequent competitive procedure (internal competitive choice) on the basis of the Framework Agreement concluded, for each specific lot, potential contractors may not offer higher prices than those requested in the initial price offer. The specific contracts awarded pursuant to the Framework Agreement for each specific lot will be awarded on the basis of and in accordance with Article 82(3) to (6) of the Public Procurement Act, following an internal competitive selection, by inviting the persons covered by the Framework Agreement to indicate the specific activities, subject matter and scope of performance under the relevant contract.
