Description

Reasons for choosing the current procedure under Article 79(1)(1) of the Public Procurement Act: When conducting an open procedure with subject: Delivery of diagnostic, laboratory and medical supplies to the Virology Laboratory of UMHAL Prof. Dr. Stoyan Kirkovich AD, Stara Zagora, by Decision No D44666678 of 23 May 2025, UIN of the tender at CAIS 00536-2025-0008, which entered into force on 3 June 2025, the contracting authority excluded from participation in the procedure the only tenderer who had submitted tenders for lots Nos 3, 7 and 8, namely the tenderer RIDACOM EOOD, with detailed reasons set out in that decision. On the basis of Article 79(1) of the Public Procurement Act, in the present case the contracting authority may apply a negotiated procedure without prior publication. By the same decision No D44666678 of 23 May 2025. The contracting authority terminated the procedure for lots Nos 4, 9 and 11 because no tender had been submitted for them. On the basis of the first proposal of Article 79(1)(1) of the Public Procurement Act, in the present case the contracting authority may apply a negotiated procedure without prior publication. The initial conditions of the open procedure, including Lots Nos 3, 4, 7, 8, 9 and 11, have not been changed. On the basis of Article 64 of PPZOP, the contracting authority invites "RIDACOM" EOOD to participate in this negotiated procedure without prior publication. This contract is divided into lots.
