Description

The Federal Republic of Germany, represented by the Federal Ministry of Finance (BMF), represented by the Gene-ralzolldirektion (GZD), intends to procure an IT system for the Financial Intelligence Unit (FIU). In this context, the GZD commissioned the Information Technology Center Bund (ITZBund) as the central IT service provider of the federal administration to implement the IT system. In order to carry out the extensive tasks in the area of quality assurance and testing during the realisation of the new information network FIU (FIU-Redesign), the ITZBund as a client is looking for a high-performance partner as part of the local procurement procedure. Methodologically, the FIU-Redesign project uses both agile and linear development methods according to V-Modell-XT Bund. The client assumes that standard software is also used on the market. The catalogue of requirements for the implementation of the IT system comprises approximately 2,300 requirements. The new IT system is subject to high demands in terms of technical performance through the targeted use of innovative AI-supported technologies for the information science analysis of existing or in-depth information. The extensive and incoming information includes all types of structured and unstructured data analysed and processed by natural language processing (NLP), image processing, etc. The client assumes that the implementation of the new IT system will take place in several releases during the term of the contract (5 years with two optional extensions of 2 years each). According to current planning, a release of the IT system with all functionalities will be put into operation two years after the award (in the context of a separate procurement procedure). The tasks of the high-performance partner sought here include technical acceptance tests of the IT system as well as system, load, performance, IT security tests and operational integration tests. As the software is introduced in several releases, the quality assurance and testing support services extend throughout the development of the new IT system as well as during the further development phase. The contracting authority intends to conclude a framework agreement for services with the tenderer to whom the contract is awarded and to engage it as a contractor for the services described here. The required services are commissioned in individual calls. The ceiling for the framework agreement to be concluded under the local procurement procedure shall be 12.784 person days.
