Revitalization of the listed building Deichkrone - Object planning Buildings and interiors according to §34 HOAI
The client plans to revitalise the listed building Deichkrone in Neuwied. The procedure will be conducted as a negotiated procedure with participation competition. The negotiated procedure is carried out in accordance with the Act against Restrictions of Competition (GWB) in conjunction with the Public Procurement Ordinance (VgV), as amended. The procedure shall be published in the Official Journal of the European Union. If, in principle, more candidates are suitable than are invited to submit a tender, the contracting authority will invite the candidates who are most suitable in accordance with the published selection criteria to submit an initial tender. If, on the basis of the evaluation, it appears that multiple occupancy of a ranking position exceeds the above-mentioned maximum number of candidates to be admitted to tender, a lottery will be held in accordance with § 75(6) VgV. The negotiated procedure is expected to take place in three stages. The client reserves the right to adjust the number of negotiation rounds and in particular to carry out further negotiation rounds: 1. Level: Application procedure: In accordance with the VgV, a competition will be held. As a result, three candidates will be selected, who will be invited to further participate in the procedure and to submit a tender. 2. Level: In the 2nd Tenderers will be invited to submit a full initial offer. The contracting authority will formally examine the tenders. Paragraph 56(3) of the VgV remains in force for subsequent claims. In a further step, the content of the offers is pre-examined. Tenderers will be invited to a presentation and negotiation meeting, during which they will present their capacity on the basis of a tenderer's presentation based on the award criteria and will be available for contractual and other negotiations. A panel composed by the contracting authority evaluates the contract on the basis of the award matrix. 3. Level: Tenderers are invited to submit their final binding economic tender, taking into account all the elements of the tender.
