Description

The Danish Digitalisation Agency provides a framework contract for the purchase of support, maintenance and further development of the common components of Nemhandel Infrastructures:
1. The NemCommercial Infrastructure.
The NemCommercial Infrastructure is a general term for a number of components and reference implementations that together support the electronic exchange of business documents (e.g. invoices) in Denmark between the public and private sectors. NemHandel is mandatory for invoicing to public authorities, cf. Order on electronic settlement with public authorities (Order No 206 of 11.3.2011).
The entire NemCommercial Infrastructure is based on open international standards as well as OCES certificates for encryption of communications.
The main components/reference implementations of the current version of the NemCommercial Infrastructure are:
1.1 the common NemHandelsregister, the place where all recipients of invoices, etc. are registered. The NemHandelsRegister is accessed through a number of notices and registrations services. There are around 1 500 000 entries on the register every month. The register is a prerequisite for identifying the recipient and sending your invoices as consignor.
In its current version, the NemHandelsRegistry is generally based on JAVA 6, REST, MySQL, Metro, UDDIog MS.NET C # 3.5.
1.2. The invoice form on Virk.dk, which suppliers can use to send invoices to their public customers via NemHandel. Currently, on average, 100 000 invoices are sent from the invoice form each month, of which approximately half are sent in the days around the monthly change.
The current version of the invoice form is generally based on JAVA 6, Metro, Axis2, SOAP, Java WS, Terracotta, JSP and JSF.
1.3. An open source reference lient – the NemHandels programme – as suppliers to public authorities can download free of charge as an open source from the Danish Digitalisation Agency’s website and use to send invoices via NemHandel. The programme is also used as a reference lient by software houses developing NemCommercial solutions.
The NemTrade Programme in its current version is broadly based on NET C # 3.5, Window Forms, MSI and IIS.
1.4. 2 reference software libraries, one to.NET and one for JAVA, which software houses use as a basis for their development and implementation of commercial NemCommercial Solutions.
The current version of the libraries is generally based on Java,/.NET, Axis2, Rampart, WCF and BouncyCastle.
1.5. Display and validation tools for the OIOUBL document standard used by software houses to validate and present data in the OIOUBL documents exchanged via NemHandel.
In current versions, the tools are generally based on C # 2.0, Excel, XSLT, MSXML and Saxon.
Across all components, the following technologies/specifications are generally used:
SVN, Ant/Nant, Log4J/Log4Net, jUnit/nUnit, OIORASP + OIOUBL specifications, X509/LDAP/OCSP/CRL, XML/Schema/XPath and Schematron.

On current NemTrade support:
The primary purpose of the supplement is to assist public sector suppliers in their use of the invoice form and the NemHandels programme. However, public authorities and software houses are also approached by the supporter to help implement and apply the different components and standards behind them.
There are currently between 500 and 600 support benefits for the support each month. There are more requests related to year-end and fewer for holiday periods. Approximately 75 per cent of enquiries are currently received by telephone, while the others are received by email or via a discussion forum on Digier.dk.
The tasks offered
The framework contract will cover the following main areas:
A. Maintenance
This includes, among others, application management, such as release management, management and coordination of deployment tasks, management of source code, versions and releases, initial troubleshooting and initiation of error corrections within agreed frameworks, support to the customer, customer’s operators and other third parties designated by the customer, ongoing maintenance, etc. The scope of the supplier’s tasks during maintenance may vary over the duration of the contract.
B. Further development
This includes, inter alia, the further development and possible development of new NemCommercial components and reference implementations, as well as related tasks such as analysis, solution design, testing, commissioning and documentation. The scope of the supplier’s tasks during further development may vary over the duration of the contract.
C. Support
This includes providing 1st level and 2th level support. The supporter shall be able to receive and process requests by telephone, e-mail and discussion forums. The scope of this task is also a general monitoring of the NCO components.
D. Other benefits
The task will also include the transition of the service provided by the current supplier, as well as termination services for the transfer to a new supplier when the contract is terminated. In addition, the task could include ad hoc services related to the Nemhandel infrastructure – such as assisting the customer and customer’s cooperation partners on the use and integration of Nemhandel components and reference implementations.
The contracting entity wishes a close link between the tasks under points (A), (B) and (C), so that experience from the support is used to improve NemCommercial components and reference implementations. The procuring entity wishes to use agile methods primarily in the performance of the tasks referred to in point (B), which implies that the supplier must expect further development services to be carried out in close cooperation with the contracting entity’s employees.
The contracting entity shall have the right, but not the obligation, to use the FWC in respect of services covered by points (B) and (D). The use of the framework contract will depend, inter alia, on how the contractor performs under the framework contract and on external conditions. The framework contract is therefore not exclusive to the supplier, with the exception of services covered by points (A) and (C).
