TesEe Botnia Oy Ab's procurement services, commissioned by the City of Vaasa's Pått wastewater treatment plant, invite tenders for the transport of sludge and waste pallets in accordance with the tender specifications. The transport services mainly concern the transport of sludge between the Pått wastewater treatment plant (Wolffintie 2,65200 Vaasa) and the Stormossen waste treatment plant (Stormossenintie 56, Koivulahti). Other transport needs of the plant include: • Transport and emptying of the sandbank and the different waste platforms of the plant between the Pått wastewater treatment plant (Wolffintie 2,65200 Vaasa) and the Stormossen waste treatment plant (Stormossenintie 56, Koivulahti) and • Transport and emptying of wastewater between the Pått wastewater treatment plant (Wolffintie 2,65200 Vaasa) and the Westenergy waste incineration plant (Energiatie 5, 66530 Koivulahti). The route to be used as the transport route shall be the route specified by the customer and the fuel stations located mainly along this route shall be used as the refuelling station (Stormossenintie 1, 65610 Mustasaari). Waste and sludge transported by truck can cause odour loads to the environment, and the transport route used and the use of refuelling stations aim to reduce the odour nuisance experienced by people. The route specified for the transport is attached as Annex 1 to the invitation to tender. USED TRANSPORT CATEGORIES: A truck or combination trailer that is compatible with the pallets used at the plant and the loading point of the plant must be used as transport equipment. The height between the floor and the silo outlet is 3200 mm (the dimensions of the loading space must be specified when visiting the site). The transport service provider is responsible for any modifications to the truck related to ensuring the compatibility of the pallets. The slurry transport platform shall be a modified slurry owned by the plant, inside which a screw is installed to level the slurry that accumulates on the pallet during loading. It is also possible for the service provider to use its own pallet that meets the following criteria; • The pallet should be fully sealable and leak-proof. • Loading of the pallet must take place in the loading room in closed doors, which means that the equipment cannot be moved under the silo unloading opening during loading. • When loading a pallet that is not owned by the Customer, the pallet must be accepted by the Customer. The owner of the modified pallet used in transport is the Client (Vaasan Vesi-liikelaitos/Pått wastewater treatment plant), but the responsibility for managing the pallet rests with the transport service provider. In practice, this means that the Customer hands over the pallet to the producer of transport services for the duration of the contract, and the Service Provider is responsible for the maintenance and repairs of the pallet during the contract period, but the Customer is responsible for the normal wear and tear of the pallet. Required repairs to the stage must be approved by the Customer. After the contract period, the management of the pallet will be transferred back to the Customer. If a modified pallet breaks due to a reason attributable to the Service Provider and is unrepairable during the contract period, the Service Provider is responsible for the purchase of a new, similar pallet and its costs. A pallet owned by the Customer may only be used for transporting the Customer's sludge. Only in short-term exceptional situations can a spare pallet be used as a slurry transporter that requires the lifting door of the silo space to be kept open during loading. Spare pallets must be approved by the Customer before the pallet is put into service. The spare pallet used must be completely sealable and leak-proof. If the spare pallet requires alterations related to the performance of loading, the Service Provider is responsible for their implementation and the alterations must be approved by the Customer. The customer may also make other demands on the spare pallet if they feel that the spare pallet does not meet their requirements. The customer has their own sand, litter and trash pallets (both pallets and wooden pallets). The customer is responsible for the maintenance and servicing of these pallets. Vehicles must be clean on the outside. Minor cleaning of the equipment can be carried out at the loading point, but the actual washing of the equipment is carried out either in a car wash or at the Service Provider's own depot. If the Customer notices deficiencies in the maintenance, maintenance and/or cleaning of the equipment, the Customer is entitled to impose a contractual penalty on the Service Provider after three comments. The amount of the contractual penalty shall be EUR 500. If there are recurring deficiencies in the maintenance, maintenance and/or cleaning of the pallets even after the contractual penalty, this is the reason for terminating the contract.
