Description

The contract to be awarded by the Federal Ministry of Labour and Social Affairs includes, on the basis of the ‘pre-study for the redesign of the disability report’, the drafting of the analytical part of the future Federal Government’s report on the living conditions of persons with disabilities, and in particular:
— the analysis of statistical data and their integration into indicators in the fields of basic and basic information – education – work and economic situation – health and healthcare – accessibility, violence and safety – participation – family, lifestyle and self-determination – social acceptance,
— further development and coordination of the set of indicators (in consultation with an expert council appointed by the BMAS),
— the differentiation of indicators on the characteristics of the cross-cutting themes Gender mainstreaming – migration, age – accessibility – discrimination – assistance needs – poverty,
— the differentiation of indicators in the situation – activities/benefits/impact dimensions;
— own research to address data gaps (within limited scope), and
— the establishment of a current account, in particular of social security and mobility and participation services; and
— the compilation of the main results of the evaluation of disability policies (impact research) – mapping as a starting point for future reporting,
— the development and production of products for target groups (e.g. report in plain language, indicator fiches),
— the development of two priority themes;
— and the short-term follow-up of other reporting topics.
The pre-study will be made available to all tenderers as part of the invitation to tender.
II. Duration and scope of the project
The timeframe for the project is the second half of 2011 and the first half of 2012. The report is due by August 2012.
