The subject of this call for tenders is the conclusion of a framework agreement for the provision of tax advice in connection with the secondment of employees to other European countries and the USA. The Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an internationally active federal enterprise and sends employees to about 130 countries worldwide. In this context, GIZ is regarded as a domestic public fund for tax purposes. In the case of postings to other European countries and the USA, there are no agreements on technical cooperation. Employees are subject to tax in the respective country of employment. Employees and GIZ as an employer need support in fulfilling their tax obligations in the host country (e.g. carrying out the income tax deduction, possibly also paying social security contributions, preparing personal income tax returns, submitting necessary applications and forms).
