Description

The subject of this call for tenders is the conclusion of a framework agreement on the conduct of tax consultations in connection with the posting of employees to other European countries and the USA. The Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an internationally active federal company and sends employees to about 130 countries worldwide. In this context, GIZ is regarded as a domestic public treasury for tax purposes. Technical cooperation agreements do not apply to postings to other European countries and the USA. Employees become taxable in the respective country of employment. Employees and GIZ as an employer need support in handling tax obligations in the country of employment (e.g. carrying out the wage tax deduction, possibly also paying social security contributions, preparing personal income tax returns, submitting necessary applications and forms). Since 1.1.2024, GIZ has implemented the net wage agreement for foreign employees. The income taxes incurred in the host country on the GIZ salary are taken over by GIZ and the employees pay a monthly hypotax, which is based on the German wage tax. For the employees employed in these countries, the services specified in the service description must be provided, insofar as these are required in accordance with the legal regulations of the respective country.
