Description

1. The subject-matter of the contract is to draw up a comprehensive project and costing documentation covering:
(a) building design,
(b) the implementing design,
(C) the technical specification for the execution and acceptance of the works,
(D) an investor’s estimate,
(e) the cost estimate and the bill.
2. The above studies should be carried out on the basis of the scope of thermomodernisation and energy-efficient works detailed in the following documents:
(a) the architectural and construction inventory – constituting Annex 1 to the tender specifications;
(b) the energy audit – which is attached as Annex 2 to the tender specifications.
In addition, the Contracting Authority recommends that the Contractors carry out an on-site inspection at their own expense.
3. The selection of the elements of thermomodernisation process which will form the basis for drawing up the design and costing documentation covered by the contract was carried out in the energy audit (i.e. according to the optimal option indicated in the study) referred to in point 2.
4. This procedure is part of the project carried out by the Contracting Authority – the Ministry of Culture and National Heritage – the Centre for Artistic Education in Warsaw: ‘Comprehensive thermomodernisation of state-owned artistic education institutions in Poland. Preparation of documentation", supported by EU funding under OP & E, Priority IX – Environmentally friendly energy infrastructure and energy efficiency, Measure 9.3 – Fostering energy efficiency and the use of renewable energy sources in public buildings.”
156 first and second-level artistic education units, located throughout the country, for which the Minister for Culture and National Heritage is the lead body, and direct organisational and financial supervision is carried out by the Contracting Authority – the Centre for Artistic Education in Warsaw.
5. As part of this procedure, it is planned to award the services described in paragraph. 1 for the first 52 units, divided into 26 parts.
6. Contracting authority, in accordance with the provisions of Article 83. 3 of the Public Procurement Act provides that one economic operator may submit a tender for a maximum of 2 lots. Where an economic operator, either alone or as a member of a consortium, submits a tender for more than two lots, all tenders submitted by it shall be rejected.
