This is not a contract notice or a call for tenders, but a request for information by which the contracting entity conducts a market survey of potential tenderers and solutions available on the market for its procurement needs. The information obtained through the market survey is used to plan the future acquisition and how it will be carried out. The wellbeing services county of Lapland needs to procure a peer-to-peer development service for home care for older people. With this request for information, we ask suppliers offering solutions that meet our procurement needs as described below to respond to the request for information. Service description With the peer development service, the Lapland wellbeing services county wants information for the development of home care for older people. In the service, operations are regularly measured and compared, for example, customer structure, service level, quality, effectiveness, resourcing and productivity. The comparison takes place within the Lapland wellbeing services county and compared to other wellbeing services counties and municipalities and cities of different sizes. The service thus provides reliable and up-to-date comparison data on results and practices from several similar units elsewhere in Finland. With the help of the service package, it must be possible to regularly assess the adequacy of the number of home care personnel for customers on the basis of both planned and actual service hours. The assessment shall be based on data collected regularly from the information systems of the Lapland Welfare Region. The service must provide a clear understanding of the strengths and development targets of the various home care service areas and teams in the Lapland wellbeing services county. The most important aspects of the service needed by the Lapland wellbeing services county are estimates based on comparative data on the sufficiency of the number of personnel and the development of the demand for home care services. The peer-to-peer development service shall be able to produce at least the following information: - Estimates of the number of personnel by occupational group (nurses, nurses, work organizers) as well as by municipality and home care team. When estimating the number of personnel, different impacts of backup personnel and pool solutions on overall resourcing needs must be taken into account. - Recommendation on the number of personnel both as a whole at the stability level and as the shift strengths of each home care team. The number of work organizers must be estimated by comparing their workload with the workload collected by the supplier in other home care units at the wellbeing services county level. - An estimate of the future development of the demand for home care services. In order to implement the peer development service, the supplier will have experience in providing a similar service to other wellbeing services counties. In addition, the supplier must already have at its disposal the comparative information necessary for the service from other wellbeing services counties. As general experience, the supplier is required to have three (3) years of experience in developing home care activities. Suppliers offering peer development services that meet the procurement needs of the Lapland wellbeing services county are requested to respond to the information request by email to joonas.rytkonen@lapha.fi by 7 October 2024. In its response, the supplier is requested to include a description of the main content and operating methods of the development service it provides. In addition, the supplier must describe its experience in providing services corresponding to the procurement needs of the wellbeing services county of Lapland to other wellbeing services counties, as well as the extent to which the supplier has at its disposal the comparative information necessary for the provision of the service from other wellbeing services counties. Based on the answers received, the Lapland Welfare Region assessed the continuation of the market survey and the way the procurement was carried out.
