II.1.4 Brief description of the contract or acquisition(s) (maximum 5000 characters) UAT Bihor County – Bihor County Council In partnership with Compania Nationala De Administrare A Infrastructurii Rutiere S.A. is a Beneficiary of the investment project: ‘Implementation of road passage on the Oradea Ring Road km 12+320 – intersection with the railway and relocation of networks’. Implementation of the project ‘Road passage on the Oradea Ring Road km 12+320 – intersection with the railway and relocation of networks’, Bihor County is required by the need to streamline and unblock traffic in the area. Considering the authorities' intention to implement a metropolitan train project linking Mun. Oradea by Baile Felix, a bumpy crossing between the railway and the Oradea belt is required. The work is located in the city of Oradea, Bihor County, on the Oradea belt at km 12+320, intersection with the Tram Train railway project. The objective is in technical class II, with 4 (four) lanes, 2 in each direction. The total length proposed for development is 810 m and it consists of the following: A: Overground road passage with 3 openings approximately 30 m long. The total length of the road passage is approx. 95 m. The width of the road passage will be 20.00 m B: Access ramps on the road passage - The project also involves the construction of two access ramps on the overpass, each having a length of about 175.5 m - the entrance ramp and 298.5 m - the exit ramp. The width of the ramps of the road passage will be 20.00 m. C: On a length of approximately 177 m (120 + 57) at the beginning of the project, respectively 64 m at the end of the project, the connection between the ramps of the new passage and the Oradea Ring at the profile of 4 traffic lanes will be made. The width of the facilities is variable between 20.00 m (passway ramp) and 15.00 m (current Oradea belt width). The investment “Road pass on the Oradea Ring Road km 12+320 – intersection with railways and relocation of networks” is eligible under component C4. “Sustainable transport” of the National Recovery and Resilience Plan (NRRP), coordinated by the Ministry of Transport and Infrastructure. The objective of this component is to increase the sustainability of the Romanian transport sector by supporting the green and digital transition of the sector, i.e. to develop a sustainable and environmentally friendly transport infrastructure with adequate safety standards, contributing to the completion of the Trans-European Transport Networks (TEN-T) and to the decongestion of urban nodes, while stimulating the transition to sustainable transport at national level, targeting actions aimed at developing environmental friendly measures on the new high-speed transport sectors, ensuring environmental protection elements as well as Intelligent Transport Systems (ITS) and road safety measures. The project is framed in Reform 1: Sustainable transport, decarbonisation and road safety. The financial resources allocated through the RRP cover part of Romania’s total investment needs for transport infrastructure. In order to maximise the impact of NRRP funding, resources allocated to component C4. “Sustainable transport” shall be targeted at those interventions capable of generating the highest added value in accordance with European Union and national strategies. In accordance with Article 160(1) of Law No 98/2016, as amended, the Contracting Authority established that the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information in relation to the tender documentation is 19 days before the deadline for the submission of tenders.
