SZP/243-085/2026 Service and permanent maintenance of selected ventilation and air-conditioning systems in Wrocław University of Technology buildings – tasks 1-8 (groups 17-24, respectively)

1.The subject of the contract is the service and constant maintenance of selected ventilation and air-conditioning systems in the buildings of the Wrocław University of Technology – tasks 1-8 (groups 17-24). Task No 1 – group 17 Task No 2 – group 18 Task No 3 – group 19 Task No 4 – group 20 Task No 5 – group 21 Task No 6 – group 22 Task No 7 – group 23 Task No 8 – group 24 The contracting authority shall accept partial tenders. The Contractor may submit a Tender for a maximum of 3 Tasks of his choice in this procedure. ATTENTION! Submitting an offer for more than 3 Tasks will result in rejection of the offer. 2.A detailed description of the subject-matter of the contract can be found in Annex 3 to the FTZ – OPZ, Annexes 3.17 to 3.24 – price calculation and in the lists of equipment for each group from 17 to 24 respectively. 3.The detailed scope of performance of the subject-matter of the contract, which is the draft provisions of the public procurement contract, is contained in the model contract, constituting Annexes No 2 to the FTZ. 4.CPV code: 50712000-9 Repair and maintenance services of mechanical building installations. 5.Place of Service: Facilities of the Wrocław University of Technology in Wrocław. 6.The Contractor shall provide for maintenance works a minimum of two persons in each team operating on the premises of the Ordering Party and they shall be two separate persons, for each task separately, which shall be provided by the Contractor. If at least two persons on the part of the Contractor do not appear for work, the Contracting Authority has the right not to allow the Contractor to work and to have the work performed by another company, at the Contractor's expense and risk (substitute performance), without the need to obtain the court's consent. 7.For repairs made and replaced parts, the Contractor grants a 24-month quality guarantee, calculated from the date of receipt of the repair or replacement of parts. As part of the quality guarantee, the Contractor undertakes to repair or replace the parts he replaces free of charge. 8.As part of the service, a 6-hour response time for reporting system damage is determined, calculated from the moment of reporting the need for intervention in the ventilation or air-conditioning system in the facility in Wrocław. 9.The Contractor is obliged to have, in the scope of his business, insurance against civil liability for any damage, covering both property and personal damage. 10.The Ordering Party has the right to control the performance of the activities of the Contractor's employees. 11.The term of the Agreement is up to 13 months from the date of conclusion of the Agreement. 12.In accordance with Article 257 of the Public Procurement Law, the Contracting Authority provides for the possibility of cancelling the procedure in question if the funds which the Contracting Authority intended to allocate to finance all or part of the contract have not been granted to it. 13.The Ordering Party provides for the use of the so-called reverse procedure referred to in Art. 1 uPzp, i.e. The contracting authority will first examine and evaluate the tenders, and then make a qualitative selection of the Contractor whose tender was the highest rated, in terms of the absence of grounds for exclusion and compliance with the conditions for participation in the procedure. 14.The Contractor is bound by the offer from the date of the deadline for submitting tenders to 09.09.2026 (not longer than 90 days). 15.The Employer provides for employment requirements on the basis of an employment relationship, in the circumstances referred to in Article 95 of the Public Procurement Law. The Ordering Party shall specify the requirements for employment by the Contractor or Subcontractor on the basis of an employment contract of persons performing the activities specified by the Ordering Party in the scope of contract performance in the manner specified in Article 22 § 1 of the Act of 26 June 1974 - Labour Code (Journal of Laws No. Journal of Laws of 2025, item 277), within the scope of maintenance of ventilation and air-conditioning equipment and entry in the Central Register of Operators, for all tasks. 16. Before submitting the tender, the Contractor has the opportunity to make a vision of the local location and availability of air-conditioning and ventilation systems, and the Contracting Authority recommends it – after prior telephone contact with you: Sławomir Chojnacki tel. 71 320 24 50, 695 350 454 (Monday to Friday from 10:00 to 14:00) to check the place of work and the conditions related to the performance of the service and maintenance, which are the subject of the order. The cost of the on-site visit shall be borne by the Contractor. 17. The tender must consist of: 17.1. of the Contractor’s tender form – constituting Annex 1 to the FTZ (an interactive form available on the e-Procurement Platform, indicating in particular the tender price for the entire subject of the contract, which results respectively from Annexes 3.1 to 3.8 to the FTZ – price calculation) 17.2. of the declaration referred to in section VII point 1 SWZ - JEDZ - an interactive form available on the e-Procurement Platform 17.3. VII point 1a of the FTZ - (respectively) Declarations Nos 5.1 and 5.2 to the FTZ; 17.4. (if applicable) the commitment of the provider referred to in Chapter point 6 of point VII of the FTZ; 17.5. (if applicable) the demonstration of the reservation of information constituting a trade secret in accordance with Chapter III. X point 6; 17.6. of the document(s) from which the right to sign the Offer arises in accordance with section X point 15 of the FTZ; (if applicable) the relevant powers of attorney in accordance with Chapter X point 16 of the FTZ; 17.7.(if applicable) Statement of contractors jointly applying for the contract - in accordance with Art. 4 uPzp; 17.8.Price adjustment in accordance with Annexes 3.17-3.24 to the FTZ (Task 1 – Annex 3.17 (Group 17), Task 2 – Annex 3.18 (Group 18), Task 3 – Annex 3.19 (Group 19), Task 4 – Annex 3.20 (Group 20), Task 5 – Annex 3.21 (Group 21), Task 6 – Annex 3.22 (Group 22), Task 7 – Annex 3.23 (Group 23), Task 8 – Annex 3.24 (Group 24)); ATTENTION! The Contractor may submit an offer for a maximum of 3 selected Tasks.
