Description

Following up on the results of the peer review carried out by the Federal Government together with the European Commission, the evaluation of the Bundesstiftung Mutter und Kind (Bundesstiftung Mutter und Kind) aims to make the Foundation’s growing importance on a broad basis, to examine its achievements in the social assistance network and to make it widely available to the general public. In particular, the evaluation will examine the functioning of the Federal Foundation and its various fields of action to support pregnant women in a critical transition period in the curriculum vitae. The focus is on the increasingly complex emergency situations faced by pregnant women and the significantly changed challenges in counselling practices. In particular, the “door-opening function” in the system will be analysed with the involvement of social networks and civil society engagement. In addition to the lack of knowledge on access routes to the services provided by the Federal Foundation and its pilot function in the existing advisory service, a differentiated assessment should be made of which prevention and support measures are particularly relevant and effective for pregnant women.
Methodologically, it is planned to collect basic data from procurement practice and interview applicants and advisers. In this context, a technical meeting will be held at the beginning of the project. This should be used to finalise the project design and allow the very different national advisory bodies and their different support structures to focus on changes in pregnancy (conflict) counselling with practical problems that are important to them and to present them in a visible way. It is also intended to initiate the technical cooperation required for the evaluation process and to clarify the need for a broad data base.
