Description

In November 2011 the Government of Ireland agreed a programme of support with the EU, IMF and ECB (the “Troika”) which is to cover the years 2011 to 2013. Under the terms of this programme, the Central Bank was mandated to carry out an annual review of the national banking sector, the first of which took place in H1 2011. The reviews take two parts: 1) stress testing: a forecast of future loan losses, their impact upon the capital adequacy of the banks and calculation of the required capital injection to ensure the banks’ meet the agreed minimum capital standards; and 2) deleveraging: a reduction of the size of the banks’ balance sheet and the establishment of a sustainable national banking sector.
