KUMI AND FROST BOOTS M05
The procurement concerns the procurement of rubber and frosted poles M05 for use by the Finnish Defence Forces. Requirements, manufacture and delivery of rubber and frost boots according to technical specifications 2101-d Boots, rubber-\M05, black and 2102-d Boots, frost-\M05, black (Annexes 1 and 2). The quantities to be procured in 2024 are: 476-9721 PARTS, KUMI-\M05, BLACK 2000 pairs ± 30 % 476-9663 CARTS, PACKAS-\M05, BLACK 8000 pairs ± 30 % Estimated size assortment for the quantity of procurement is attached to the call for tenders. Size assortments are specified with purchase orders. Of the acquisition volume of the boots in 2024, we will make two different purchase orders. The acquisition includes options for 2025 and 2026: YEAR 2025: 476-9721 CARTS, KUMI-\M05, BLACK 2000 pairs ± 30 % 476-9663 CARTS, PACKAS-\M05, BLACK 2000 pairs ± 30 % YEAR 2026: 476-9721 CARTS, KUMI-\M05, BLACK 2000 pairs ± 30 % 476-9663 CARTS, PACKAS-\M05, BLACK 2000 pairs ± 30 % Optional acquisition amounts are estimates. The Subscriber will notify you of any option redemption in writing by the end of April of that year. A separate purchase order is made for possible option purchases, in which the amount of purchase to be redeemed is indicated. The procurement will include additional procurement reservations for the equipping of crisis management and international forces and the Border Guard during the entire term of the contract. Additional procurement reservations shall not exceed 20 % of the total value of the contract. Separate purchase orders will be made for any additional purchase bookings. The prices offered must also apply to additional procurement reservations. The supplier acquires and pays for all necessary materials and supplies. Incremental samples are not available. Rubber boots are calf length and waterproof footwear with an upper material of butyl rubber and lining of polyester. At the top of the boots there is a drawstring to adjust the arm size. The boots have a drawstring rubber that makes it easier to put on the boots. Rubber boots have removable felt soles. Rubber boots are used as off-road footwear and as service shoes in wet weather. They also serve as spare ski boots. Frost boots are waterproof rubber boots of calf length. At the top of the boots there is a drawstring to adjust the arm size. The boots have a drawstring rubber that makes it easier to put on the boots. Freezer boots have removable felt soles. Freezer boots are used as winter shoes and also serve as ski boots. Both boots are delivered with felt insoles. In order to verify the conformity of the products offered, the tenderer must attach samples of tenders and materials to the tender. The conformity of samples shall be verified visually, by measurement and/or laboratory testing. The tender samples shall meet the requirements set for the object of the procurement and shall comply with the technical specifications. The samples and the explanations attached to the tender ensure that the products offered comply with the invitation to tender. If the provider offers more than one sample/use site, the samples offered will be treated in such a way that all samples will be used in production. Therefore, all samples must comply with the requirements. Offer samples will not be returned. The technical information (including manufacturers) must correspond to the production offered. Tenders shall comply with the above requirements and shall comply with the technical specifications. If the tender sample differs from that required, the deviations must be accompanied by a written explanation and any separate samples of colour and material from which the missing properties can be verified. Deviations shall not prevent verification of the technical conformity of tender samples. The examination of compliance with the invitation to tender and the tender sample does not cover all the requirements of the tender and the invitation to tender if the examination reveals a discrepancy between the tender and the invitation to tender. The assessment of compliance with the invitation to tender does not, for example, go through the entire test process to its full extent after the non-conformity has been detected, for example for the tender containing this deviation. By doing so, the aim is to seek a more efficient use of resources during the procurement process and to speed up the decision-making phase related to the process. The contracting entity reserves the right to order a test lot before making a procurement decision. If the samples of the tender or the test lot do not meet the requirements set for the product offered, the tender will be rejected. The tender consists of the tender submitted to the Hanki service and the tender samples. The samples are part of the tender and must be submitted to the tender by the deadline for submission in accordance with the instructions of the tender. The samples shall be clearly marked and the reference to the sample number shall be indicated in the procurement criteria. More detailed instructions on how to submit tender samples can be found under “Other information”. The selected Supplier is responsible for the share of its subcontractors as well as its own. The selected Supplier reserves the opportunity to familiarise the representative of the Procurement Unit with the production facilities of its own and potential subcontractors before signing the contract. During the contract period, the contracting entity has the right to freely inspect and inspect the operations, production facilities and documentation relating to the production of the selected Supplier’s and subcontractor’s products. The tender must be submitted in Finnish. The other documents submitted with the tender and the requested attachments may be either Finnish or English. Technical information, including manufacturers, shall correspond to the production offered. A tender which does not comply with the invitation to tender shall be rejected.
