The procurement of services stems from the decision taken in the 2017 budget crisis to increase the resourcing of performance-based procurement in the TE administration. In line with the government’s policy, these new performance-based procurements will be allocated to employ unemployed jobseekers under the age of 30. The aim is to find new tools to support young people’s employment by addressing the availability of labour and the need to recruit businesses. The aim is equally to support the construction of potential growth services markets and to promote a new innovative service business.
