Description

Oslo municipality c/o the Education Department, hereafter called the contracting authority, invite tenderers to an open tender contest for the procurement of ICT manager services for the Oslo schools.
The contracting authority has a central operational system for all schools in Oslo. There are 175 schools with a total of approx. 75 000 users. The schools are divided into seven school groups from A to G. The operational system includes message infrastructure, storage systems, print out systems, internet, application hotel, LAN-operation, client operation (both thick and thin) and service desk.
A local ICT milieu at a typical school consists of several hundred PCs (laptop and stationary) and thin clients, tens of smart-boards and projectors, a considerable collection of digital devices such as cameras, memory card readers, video cameras and usb sticks, a gigabit main network and 100 Mbit local network. The operational system is put together from services from several different systems and suppliers.
The contracting authority also has a large portfolio of different educational applications localised centrally and some locally that are run by the schools themselves, or by other internal or external operations service providers.
Each school is organised with an ICT manager who sees to the contact between teachers and the service desk at the central operations service provider. The ICT manager is also responsible for carrying out ICT related assignments that require local presence at the school.
Some schools would like to procure the execution of such assignments and the contracting authority intends to enter into a framework agreement for this that schools can make call-offs on.
Each school will itself assess whether the ICT manager function shall be procured. The current level of such service procurements for all the schools is approx. NOK 9 000 000 per year. Framework agreements shall be signed with up to three service providers per school group. Service providers can submit tenders for one or several of the school groups.
