Description

The object of the procurement is the multi-professional individual rehabilitation of demanding medical rehabilitation for children and young people, visually impaired service, organised by the Social Insurance Institution of Finland (Kela). Multiprofessional individual rehabilitation is carried out with or without accommodation at the service provider's office. Part of the individual rehabilitation can also be carried out as remote rehabilitation, the suitability of which is always assessed individually. Individual rehabilitation can also be implemented as adaptation training. The purchase will be made nationwide. The framework agreement to be formed on the basis of competitive tendering is described in Appendix 3 of the invitation to tender. By submitting a tender in this invitation to tender, the tenderer undertakes to provide the service to customers coming from the whole of Finland. Multi-professional individual rehabilitation is carried out as demanding medical rehabilitation in accordance with sections 9 and 10 of the Act on Rehabilitation Benefits and Rehabilitation Allowances of the Social Insurance Institution of Finland 566/2005 (later KKRL or Kela's Rehabilitation Act). The rehabilitation of Kela's customers will begin on 1 January 2026. Individual rehabilitation for visually impaired children and adolescents is intended for children or adolescents under 18 years of age and their families. In addition, individual rehabilitation is intended for young adults aged 18–25 whose illness and life situation and need for rehabilitation support require close cooperation with the whole family. Otherwise, young adults will participate in individual rehabilitation for people over 18 years of age. A child or adolescent undergoing individual rehabilitation has a visual impairment confirmed by a diagnosis. The client has a significant performance and participation limitation related to his or her disability or illness, which is why he or she needs individual and multi-professional rehabilitation services. In addition to the client, the family includes his or her guardian or other relatives or close relatives who belong to the client's daily life, as determined by the family itself. Multiprofessional individual rehabilitation for children and young people, visual impairment service, is carried out in accordance with the following service description: - Multi-professional individual rehabilitation for children and young people, Sensual injuries Kela's rehabilitation service description, demanding medical rehabilitation (valid from 1 January 2026). The service description is divided into two parts: the rehabilitation service part and the general part. The sections are placed in a single document in succession and each section has its own cover page and table of contents (Annex 1). Both parts of the service description are applied simultaneously in the implementation of rehabilitation arranged by Kela. The demanding medical multiprofessional individual rehabilitation for visual impairments for children and adolescents, the demanding medical multiprofessional individual rehabilitation for hearing impairments for children and adolescents and the demanding medical multiprofessional individual rehabilitation for hearing impairments for children and adolescents are defined in the same service description, but the services are put out to tender in separate tenders and implemented as separate services. A separate offer must be made for each location offered. A tenderer may submit only one tender for the same establishment. It is considered to be a single office even if there are two different addresses for the premises, but in fact it is the same office (e.g. entrances from two different streets or offices located in different crabs/floors of the same street address).
