Description

The Vanamo libraries in the Hämeenlinna region currently use Axiell Finland Oy’s Mikromarc library system. The system has been in use since 2017 and its life cycle is coming to an end, as the system is already more than 20 years old. The system provider has announced that the development of the programme has been discontinued. The goal is that the new library system will be available in 2024. Vanamo libraries include Hämeenlinna City Library, Hattula Municipal Library and Janakkala Municipal Library. The joint database also contains the collections of Lyseo and Hämeenlinna City Museum and Art Museum in Hämeenlinna. There are a total of three main libraries, seven local libraries and four library cars. On 24 November 2023, the City of Hämeenlinna published a request for information/market survey on the acquisition of the library system (2023-139783) in the HILMA notification channel in order to find out the replacement systems on the market that correspond to the current technical and operational requirements. Only one reply to the request for information was received from Axiell Finland Oy. If the procurement decision and the direct procurement notice acquire legal force and agreement on the details of the contract, an agreement will be drawn up on the procurement between Axiell Finland Oy and the city of Hämeenlinna, the municipality of Hattula and the municipality of Janakkala. According to section 131 of the Act on Public Contracts, a contracting entity may voluntarily publish a notice of the intended direct award before the conclusion of the contract. Any complaint concerning the intended direct award must be filed within 14 days of the publication of the notice. If there is no complaint within 14 days, the direct award will become final and the binding nature of the contract can no longer be challenged by appeal. The direct procurement notification procedure is not an obligation for the contracting entity, but an option to increase the transparency of the procurement and to guide the effectiveness of remedies. The City of Hämeenlinna wishes to voluntarily notify direct procurement, the grounds for which it has carefully examined when preparing the procurement. The procurement decision does not create a contractual relationship between the city of Hämeenlinna, the municipality of Hattula and the municipality of Janakkala and the selected tenderer. The contract is concluded only after the procurement decision and the direct contract notice have become final and a separate written contract has been signed for the procurement. A prerequisite for signing the contract is that the selected tenderer provides the contracting entity with the clarifications requested in accordance with the Contractor’s Liability Act, extracts from criminal records (procurement extracts), a certificate of liability insurance and a declaration concerning sanctions.
