Poland-Rzeszów: Consultative engineering and construction services
I. The contract shall cover:
Performance in accordance with current standards, up-to-date rules of engineering knowledge and/or art
construction of a new section of provincial road No 987 and with the decision of the ZRID starts at
Kawęczyn sędziszowski at the intersection with district road No 1334R and the old road trace
Voivodship No 987 – rondo intersection. The road is then driven on the north-east side of Sędziszowa Małopolskie by non-urbanised areas, i.e. arable and uncultivated fields. The end of the new road section in km 0+ 970 (per PFU km).
The entire section of the road will be guided by a new footprint, while introducing technical parameters in line with the adopted road class G and ensuring the necessary level of road safety and other road users.
Continuation of the construction of the newly designed section (from km 0+ 970 according to PFU) and construction of provincial road No 987 after the existing street footprint. The Bridge to be included with DK No 94 will be covered by a separate task.
The Contractor shall agree with the Contractor on an elevated situational solution and a method of drainage of the section
covered by a separate task – the continuation of the newly designed road of the war. 987 from km 0 + 970
(PFU) The scope of the investment will include in particular:
— Construction of a 7.0 m wide road in accordance with the parameters of the Class G road,
— Construction of a shoulder width of 1.25 m, including 0.5 m of fully paved road surface and 0.75 m of ground shoulder,
Construction and reconstruction of intersections with other public roads (district, municipal),
— Construction and reconstruction of pavements,
Construction of service roads from aggregates,
Reconstruction and construction of individual exits,
Reconstruction and construction of public congresses,
Construction and reconstruction of an existing provincial road drainage (throughways, ditches and sewers)
rainfall),
— Demolition of existing elements that interfere with the planned road,
— Rebuilding and securing existing foreign networks,
— Construction of technological channels (if required) located within the planned boundaries/
an existing road lane,
Felling of conflicting trees and shrubs, existing green economy,
— Performance of road markings and road safety features.
— Other preparatory, ancillary and orderly work, including, for example, the work needed for
watercourses (corresponding roads).
II. The contracting authority assumes the optimisation of the design solutions contained in the Functional Programme:
In use, in compliance with the applicable legal provisions and the principles of technical knowledge.
The scope and solutions for optimisation must be positively agreed with the Contracting Authority at the stage of drafting the project documentation.
The contracting authority shall introduce the following guidelines for the optimisation of the design solutions contained in the Functional-Use Programme:
(1) Optimisation of design solutions in the PFU must not be at the expense of the Contracting Authority, e.g. in
in the context of the regulation of the road lane, i.e. with regard to the area of land necessary for acquisition
(widths of the road and demarcation lines) – the planned road lane should contain only the land strictly necessary for the planned road.
2) Surface design solutions adopted in the Functional-Use Programme should be considered as preliminary.
The surface structure shall be adopted with parameters corresponding to min KR 3. The structure shall be
design on the basis of the 2015 results of the General Measurement of the Movement and the resulting indicators
traffic growth.
(3) The standard width of the road to be constructed is assumed, i.e.: 2 x 3.5 m carriageway + both sides
paved with a road structure of 2 x 0.5 m + on both sides of the ground of 0.75 m.
4) Reinforcing road ditches should be designed and carried out only where necessary,
in accordance with specific provisions including PN-S-02204:1997 Roads – Dehydration of roads.
5) The contracting authority authorises the construction of additional carriageways (service roads) providing access to
parcels adjacent to the road where technically justified e.g. high-speed road
embankment and deep copying, as well as in case of high density of small-width parcels. In others
the construction of service roads is permitted only after approval by the Contracting Authority.
Nevertheless, over the entire road section, the design and construction of additional ones shall be minimised.

6) In places where the handling of parcels adjacent to the provincial road will be carried out by means of exits:
— exits must be carried out, inter alia, on each plot of land where, as a result of the construction or reconstruction of a road

— The plots of land in built-up areas shall be congressed with a hard improved surface (bituminous, paving) within the boundaries of the road lane (up to the entrance gates). On the other hand, in unbuilt land, in the case of exits to fields, the surface of exits must be designed and constructed with unenriched hard (aggregates) in the case of the design of new exits or reconversion of exits from ground surfaces or aggregates.
— Design technical solutions for exits, including types of pavement, should be agreed with the Contracting Authority.
— The contractor will invent the existing exits. Existing exits will be rebuilt if this is the case
it was due to the need to adapt them to the design solutions adopted or to poor technical condition.
The remaining exits will not be rebuilt.
7) The drawings of the situational design documentation (implementing project) for road sections in built-up areas should be compiled on a scale of 1:500 on the basis of a map for design purposes.
8) The Contractor will include in the design documentation and valuation the construction of a technological channel with minimum technical characteristics: 4 RHDPE 40/3,7 high compression performance tubes, in the situation described in paragraph 3.2.9.
9) The contracting authority sets out below the list of demolition materials which are owned by the Contracting Authority:
deconstruction material for road signs and traffic safety devices (without foundations)
extended section DW 987 The Contractor transports the PZDW material database in Zawad
5a, after agreement with the Head of the District of the Voivodship Roads in Mielec. Delivery and unloading costs shall be borne by the Contractor.
Other demolition materials shall be the property of the Contractor. The contractor will reduce its own
the offer price for the value of the demolition materials. Non-reusable materials

waste management pursuant to the Waste Act of 14 December 2012 (Journal of Laws 2013, item 21 late.

10) The functional-use programme solution for horizontal markings as
coarse layers should be considered as preliminary. It is noted that the Contracting Authority requires the Contractor
to provide guarantees for the full range of horizontal markings, i.e. at least 5 years.
11) The Contractor shall clear the road lane from the tree and remove all trees that will conflict with
road construction. Timber from felling shall be the property of the Contractor. The contractor will reduce its bid price by the value of the felled trees.
(12) In order to ensure the quality of the design documentation drawn up and the construction works carried out, any geological work carried out in the field for the purpose of identifying groundwater and water conditions in order to ensure that the construction works are properly planted must be carried out by an authorised geologist and under the supervision of the Inspector of the Regional Road District with territorial jurisdiction.
The purpose of the contracting authority’s supervision is to verify the characteristics of the works carried out on an ongoing basis.

Project documentation contractor at design stage or works contractor at stage

notify the Contracting Authority of each intended start and end date
by the operator of geological operations in the field in such a way as to enable surveillance activities to be carried out, and
the Contracting Authority’s acceptance of the work.
The Contractor must notify the Contracting Authority in writing (letter, e-mail, fax) of the planned start of the field work at least 3 days in advance.
If geological works are carried out outside the existing roadway, the Contractor’s own
the cost and effort will be given permission to temporarily seize the site in order to carry out the necessary works at the stage
preparing a geological operation project on the basis of which geological works should be carried out on the ground.
III. Execution of the feasibility study, in accordance with the Instructions for the feasibility study:

IV. Provision of guarantees and warranties for defects in the performance of the contract for a minimum period of 5 years.
V. The contracting authority shall require that the design documentation and the works covered by the contract be
implemented on the basis and in accordance with:

2. Construction contract conditions for electrical and mechanical equipment
and engineering and construction works designed by the contractor, Special Conditions and Annex
3. Timetable.
4. In particular, the contractor will be required to:
(a) fulfil the obligations arising from the Act of the Agreement, the ToR and the applicable legal provisions.
(b) elaborating the technical and formal legal documentation on the basis of which the construction work will be carried out.
(C) Design at the stage of preparation of the construction project, in accordance with the Minister’s Regulation
Infrastructure and development (service roads) 17.2.2015 amending the Regulation on
technical conditions to be met by public roads and their location (Journal of Laws 2015, item
329).
(D) Achievement of a ZRID decision subject to immediate enforceability.
(e) execution of the works in accordance with the decision of the ZRID, the Act of the Contract, the ToR, the applicable law and the conditions laid down in other administrative decisions,
(F) the inventory of land covered by the ZRID decision prior to the start of the construction works.
(g) Restoration of immovable property seized for the purposes of carrying out an investment to a proper condition enabling the property to be used for its intended purpose.
(H) Renewal and stabilisation by boundary signs of points of breakage of the road lane after completion
implementation and protocol of transmission to the Contracting Authority.
(I) the protection of geodesic points and, in the event of destruction, their restoration.
(K) Construction site insurance in accordance with the terms of the Contract.
(L) incurring the costs of temporarily seizing plots of land necessary for the performance of the task. The contractor will determine with the landowners the form and extent of the temporary occupation of the plots of land.
(m) carrying out by-passes, crossings, commuting to premises, agricultural land/cultivated areas, land
used adjacent to the investment for the duration of the works.
(N) identifying the locations of existing media such as sewerage, telephone and electric lines and poles, water supply network, gas pipes and others prior to excavation or other works.
(o) getting all necessary arrangements with local authorities, companies or owners for the removal and re-installation of existing media.
(p) Installation of information boards and souvenir boards in accordance with the Contracting Authority’s Guidelines. Procuring
it requires 2 information boards and 2 souvenir boards. Cost of the 1 information board/
souvenir may not exceed PLN 1500 gross.
(Q) Execution of an inventory of access roads (which will be used to transport materials on
construction) and construction works (buildings, fences, etc.) located in the area of impact
section of provincial road No 987. Inventory to be carried out before work starts
construction. The inventory of access roads should be agreed with the relevant road manager.
(R) Exercise an inventory of all existing exits.
(s) transport to the Material Base of the PZDW in Zawada 5a, in agreement with the Head of the District

5. The Contractor will be liable for all damage to road surfaces, ditches
furniture, stands, pipelines, electrical cables, networks or media of all kinds caused by him or its subcontractors in the course of the work. The Contractor must, without delay, at his own expense, make good any damage and, if necessary, carry out further repair works ordered by the Engineer.
6. Site necessary for the execution of the investment (to be sent to the Contractor by the handover report
construction site) will be maintained by the Contractor for the duration of the project. From the transfer of the construction site to the issue of the takeover certificate. The contractor will carry out summer and winter maintenance of the road 987. Winter maintenance of the road falling within the scope of the investment followed by public road traffic should be carried out in accordance with standard IV and the instructions adopted in 2015/2016. ”
Rules on snow and slipping on provincial roads’ set out in Annex 1 to the PFU.
The summer maintenance of the road will consist of mowing grasses. Grass mowing must be carried out three times a year, on the dates specified by the Contracting Authority.
7. The functional-use design solutions adopted in the Functional-Use Programme should be treated
as a preliminary point. It is the Contractor’s responsibility to draw up the design documentation in accordance with the applicable law and standards and to agree with the Contracting Authority on the design of the pavement structure in accordance with the principles set out in point. 3.2.1.1. 2).
8. If applications are received from the Podkarpackie Voivodeship Roads Administration in Rzeszów
interested parties making available a technological channel in accordance with Article 39(6) and (6a) of the Act
of 21 March 1985 on public roads in the technical and construction project under preparation
a technological channel with 4 RHDPE tube parameters 40/3.7 shall be designed and constructed along the road:
increased compressive strength. The duct shall be connected to the existing telecommunications infrastructure. The construction of the channel is intended to enable the future expansion of the SSPW network as well as to meet the needs of last mile operators.
9. Traffic organisation.
The contractor will draw up and obtain all the necessary opinions and approval of the provisional traffic organisation project. The contractor must inform the traffic authority, the Road Administration and the Provincial Police Headquarters of the date of introduction of the organisation of traffic for the duration of the works (approved by the traffic authority) within a seven-day advance date. The above-mentioned advance notice concerns any change in traffic patterns for the duration of the works and the introduction of a permanent traffic organisation.
In addition to drawing up the required traffic organisation designs at its own expense, the contractor must:
— the removal of the time marking of works after completion,
— removal from the crown of road machinery and equipment during work breaks, or
provide security in a manner acceptable to the Supervision (Inspector),
— informing residents and persons carrying out economic, service activities, the Police,
State Fire Service, Rescue Ship, road transport operators including transport
personnel, Emergency Staff, Marshal’s Office of the Podkarpackie Voivodeship, Podkarpackie Board
Provincial roads in Rzeszów, local media, web portals, etc. in the area of expected works
obstruction of road traffic by providing information in a way that is accessible to the public (e.g. notice boards, websites, gatherings of residents in the municipality, parishes, media outlets or other usual means) together with documentation of such action,
— cooperation with other entities for the non-colliatory performance of works in the occupied roadway,
— to provide for multi-shift work and public holidays to be carried out in order to
reducing the duration of obstructions,
— ensure that approved traffic organisation projects are carried out within the period of validity at the same time as
maintaining and supervising the compliance of the traffic organisation in place with the approved design and the completeness and legibility of the marking.
The contractor will develop and obtain approval and implement the project of the Permanent Movement Organisation for the investment.
The design of the fixed traffic organisation must include vertical and horizontal markings and safety devices
traffic in the area affected by the object, taking into account the link to the project in force. To
the studies shall include the required arrangements, opinions and approvals of the traffic management authority.
The project for the permanent organisation of traffic must be accompanied by a complete set of materials with separate documents.

The project must be carried out in 4 copies on the basis of the Regulation of the Minister for Infrastructure of 23.
September 2003 on detailed conditions for road traffic management and implementation
supervision of this management Journal of Laws 2003 No 177, item 1729 as amended and performance specifications
and reception of the permanent traffic organisation project set out in Annex 2 to the PFU. To the approved project
the organisation of traffic must be accompanied by letters sent to the traffic authority, the road management board and the Provincial Police Headquarters on the date on which traffic is to be organised, in order to determine whether these notifications were made within the time limit laid down in Section 12(1) of the above-mentioned Regulation.
In addition, any authorised changes made at each stage and each type of ingredients
investments must be kept up to date and corrected in the relevant part of the technical documentation and
billing and the introduction of a revised, final updated project of the permanent traffic organisation in 4 – copies of which one in electronic form should be sent to the Road Administration.
Completion of the introduction of the definitively updated permanent traffic organisation, should be notified to
the traffic management authority, which shall have 14 days to submit comments or confirm compliance with the project.
VI. The execution of the works covered by the contract must comply with approved
documentation, i.e. The construction project, the implementing project and any arrangements and
authorisations.
