The implementation of welfare measurements on the basis of a measurement tool that can give the Flemish Government entities a better understanding of their work requirements and resources at organisational, team/division and individual level:
— based on a well-founded analysis of the welfare environment
— with the possibility of monitoring the welfare environment at the level of the Flemish government (possibility of benchmarking, evolution over time at vo-level, etc.)
— monitoring privacy and anonymity of data capture and processing
The contractor should also be responsible for providing advice in relation to this measuring instrument and acting as a conduit in terms of knowledge and information on the in-house service (after analysis of the results). Finally, the contractor is expected to provide a vision of how the analysis of the measurement results can contribute to welfare policy within an entity.
