Description

The contract includes assistance to the Land of Berlin in drawing up procurement documents for the procurement, maintenance and provision of electric motor vehicles for the Berlin S-Bahn-Netz. The consultancy shall cover the technical and organisational aspects of the procurement documents. The procurement documents are based on the present descriptions of the requirements of the Länder of Berlin and Brandenburg for S-Bahn vehicles, which were drawn up in preparation for the award of transport services with new vehicles. As a precautionary measure, the documents should also be examined and supplemented with a view to the possible separate allocation of vehicles and transport services. The focus of the advisory service to be provided is on the following areas:
WP 1: Requirements for responsibility sharing/interfaces between vehicle provision, railway operation and vehicle manufacturer;
WP 2: Requirements for rolling stock (new vehicles S-Bahn Berlin): technical and operational requirements (e.g. durability, service life, approval, reliability, economic efficiency, environmental characteristics), requirements for design, manufacture and supply, customer requirements, drafting specifications.
WP3: Maintenance requirements for rolling stock, maintenance control and information system.
WP4: Arrangements for making the vehicles available for use.
WP5: Calculation of an expected value for rolling stock and maintenance (including the level of appropriate and effective incentives/sanctions).
WP6: Description of a target state of the vehicles at the end of a first contractual period, including handover arrangements.
Legal advice, in particular the contractual implementation of the rules, is not included.
