NO-Larvik: Electrical installations for railways

This qualification is for a contract for railway engineering professions in the project Holm - Nykirke (UHN). The Holm - Nykirke lot is 14,2km of which 12,3km consists of a tunnel. Holmestrand station is in this tunnel in a rock hall and 11 escape tunnels will also be constructed. There is a lot of activity in and outside the tunnels and tenderers must reckon on extensive cooperation with other actors in the project.
The estimated construction start is February 2014. A contract will be signed until summer 2017.
The tender period for qualified companies/tendering groups will last from June 2013 to September 2013. Negotiations for a minimum of 3 tenderers will be held in October 2013 and the contract is expected to be signed before Christmas 2013.
Qualification can be sought for the entire contract including the professions: Track, contact line (CL), electricity and tele, or possibly only for track and CL or electricity/tele. Attention is drawn to the fact that the procurement will be made after negotiations and that Jernbaneverket intends to enter into a contract based on the economically most advantageous tender based on the criteria that will be in the tender documents in the tender phase. The contract will be based on awarding authority managed execution contract. Some self-engineering design services in accordance with NS8405, point 13.1 must normaly be reckoned on for the railway engineering contracts.
A short extent of the contract is given below, otherwise see the attached list of the main amounts:
Superstructure/Track: Includes complete execution of tracks, including handling considerable amounts of materials delivered by the awarding authority. Crushed gravel shall also be delivered in this contract.
CL: Includes complete execution of CL installations. The main amounts will be delivered by the awarding authority, which will be transported to the contractor. Both auto transformers (AT) and draining transformers (BT) shall be constructed on the stretch.
Electricity/Tele: Includes complete execution of electricity and tele contract. In addition to the traditional electricity contract, emergency lighting shall be integrated in hand rails. Hand rails for the entire tunnel shall therefore be delivered in this contract. The contract also includes main centrals, distribution boards, sub centrals, control, regulation and monitoring (SRO), tunnel ventilation. The contract also includes the delivery of fibre, low voltage and high voltage cables. Tele installations shall also be developed for mobile, GSM-R and an emergency network for the emergency departments. A considerable part of the tele contract also includes the take over and assembly of materials delivered by the awarding authority.
