The contracting authority has determined that it is appropriate and to its advantage to conclude a framework supply agreement REACTIV 16 LOTS , for a period of 24 months, as their acquisition is necessary and repetitive. The supply of reagents through the award of the framework supply agreement will be made with the economic operator whose admissible tender was ranked first in the ranking drawn up on the basis of the award criterion ‘lowest price’. The ‘lowest price’ award criterion was chosen because the technical specifications were set out very clearly in the Tender Specifications, so that only the scoring of the price is sought. The value of the acquisition was estimated in compliance with the provisions of Chapter I, Section 4, Paragraph 3, of Law 98/2016 on public procurement, as subsequently amended and supplemented, in order to substantiate the prices taking into account the following aspects: - Market prospection; - Information received from companies that have as object of activity the supply of reagents; - Estimates of specialists in the field. The estimated value of the maximum quantity for the purchase of REACTIVES 16 LOTS is RON 8 712 110.75 excluding VAT, the calculation basis being made following the publication of Market Consultation MC 1032602/14.03.2025, finalised with Consultation Result No A5-14159/09.04.2025, based on the analysis of the prices awarded following the 2023 procurement procedure and following the query of the SEAP catalogue. The contracting authority will respond clearly and completely to all requests for clarification/additional information 10 days before the deadline set for the submission of tenders. Requests for clarifications will be submitted by economic agents 13 days before the opening of tenders.
