Supply of laboratory equipment under the project ‘Increasing the health care capacity of the Ambulator of Dorohoi Municipal Hospital’
The subject matter of the procurement contract shall consist of the purchase of: 1. Automatic haematology analyser 6DIFF with cross-linked mode and VSH – 1 buc. 2. Automated modular biochemistry/immunology system – 1 buc. 3. Automatic immunological analyser – 1 buc. 4. Automatic track of sediment urines – 1 fu. 5. Automatic glycosylated haemoglobin analyser – 1 buc. 6. Semi-automatic allergen analyser – 1 buc. 7. Point of Care diagnostic system – 1 buc. 8. Trinocular microscope – 1 buc. 9. Harvesting chair – 1 bubble. 10. Laboratory refrigerator – 1 bouquet. In accordance with Article 160 of Law No 98/2016, economic operators have the right to request clarifications in relation to this tender documentation, via SICAP, at least 20 days before the deadline for submission of tenders, by accessing the section ‘Clarification Requests/Questions’. When entering the title and content of the question, the identity of the economic operator will not be indicated/presented. In accordance with Article 161 of Law No 98/2016, in so far as requests for clarification or additional information have been made within the time limit laid down, the contracting authority shall publish the replies, together with the related questions, and/or additional information, in SICAP, attached to the contract notice in the section ‘Clarification, Notifications and Decisions’ section, 13 days before the deadline set for the submission of tenders, taking steps not to reveal the identity of the tenderers who requested such clarifications or additional information. The contracting authority will ask the first-ranked tenderer, after application of the award criterion, to submit documentary evidence demonstrating compliance with the qualification and selection criteria, in accordance with the information contained in the ESPD. In accordance with Article 66 (1) of Government Decision No 395/2016, if the first-ranked tenderer does not properly demonstrate that all the criteria have been met in full, the contracting authority shall ask the next ranked tenderer to submit all supporting documents in order to verify that the qualification criteria are met. If the documents submitted by the economic operators are incomplete or where there is doubt, the contracting authority shall have the right to ask tenderers for clarification, clarification and additions to the documents. These will be addressed through SICAP in the section “Clarification Requests/Questions”. The contracting authority is not entitled, through the requested clarifications/additions, to alter the essential requirements and elements set out in the tender documentation.
