Service concession for providing user-controlled personal assistance (BPA)
Hå municipality (the Contracting Authority) has decided to introduce free user choice for user-controlled personal assistance (BPA). Free choice of users means that users who have individual decisions from the municipality on BPA can freely choose either the municipal supplier of BPA (self-management) or one of the tenderers (licensees) with whom the municipality enters into a service concession agreement. The contracting authority therefore invites tenderers to apply for the award of a licence in connection with the provision of assistance hours in the scheme for user-controlled personal assistance to users in Hå municipality. The BPA is purclosed in the Health and Care Services Act of 24.06.2011, and with corresponding rights in accordance with the Patient and User Rights Act of 02.07.1999.
