Description

The contract provides for the provision of advice for the construction of a new heating centre (SMC). The plant is to be built on ‘bar field’ and there are requirements for the architectural expression of the new building. The building will be located on the old coal site, north of the Svanemølle Power Station. The volume of the building is given in advance, as well as the overall decor. The total construction cost is estimated at 1,250 MDKK. Resource costs (external and internal hourly costs) are not included in the construction cost. The advisory tasks (this call for tenders) concern technical advice and assistance at all stages, cf. HOFOR’s Project Model “PPL – Professional Project Management”. The advice is offered in the form of shared advice with responsibility for planning, in the case of both ‘usual advice’ and ‘resource deposits’, depending on the lot. Sub-project managers must ensure compliance with the Master Timetable. • Define innovative and optimal process design/technology choice in collaboration with Project Manager. • Contribute to the elaboration of evaluation criteria for technique and quality of deliveries. • The consultant must draw up a quality plan for the individual lots. • Prepare technical requirements specifications for Tendering and participate in negotiations and evaluation of tenders for the contract. The consultant is responsible for the evaluation of the technical part of the tenders. • The sub-project managers carry out risk analysis and management throughout the project process with monthly reports to the Project Management. • Coordination and reconciliation with suppliers on exchange of project data and on site coordination. • The consultant must provide the Project Manager with a monthly progress report containing S-curve for hours, realised and committed costs and an estimate of the total economy. • Parallel design of deliveries and building deliveries, and the consultant must therefore continuously coordinate his design against other sub-projects, and proactively seek this coordination. • The advisor must ensure that functional safety is incorporated. • Ongoing coordination in connection with assembly work, including coordination with suppliers around construction sites, cranes, timetables, assembly requirements, etc. • Participate in construction and commissioning meetings on the construction site, including continuously contributing to follow-up on progress, technical changes, quality, economy, HSE, FAT, SAT, defects and possible deviations. • Responsibility for contract follow-up, including obtaining guarantees, ensuring that the prerequisite for payments is met, enforcement of daily fines, any additional orders, etc. • Assess supplier requirements, changes and the impact of additional orders on economy, time and quality.
