SE-Karlskrona: accounting system
The contract covers IT support for health and care activities in the Municipality of Karlskrona and an option for IT support for the activities of the social administration.
The contract concerns the delivery of a business system that supports the entire activity’s processes in the field of disability and elderly care, from application/updating to decision, investigation, execution of decisions, documentation, record keeping, register, implementation, follow-up, charging, financial management, statistics, etc.
The procurement also covers implementation, servicing, support, training, maintenance, and consultancy services if required by contract during the contract period.
The system of operations shall reflect the activities and their volume over the term of the contract.
The operational system shall support and create the conditions for improvements in the operations’ processes and thus improvements for users, finance, employees, working methods and procedures.
The operational system shall support and facilitate cooperation and exchange of information with other actors, such as the county council and external providers.
The business system requested shall include the following provisions SoL, HSL, LSS, LASS.
Suppliers submitting tenders shall be well acquainted with the different legal bases for managing the data handled in the processes.
The operating system shall be modified and adapted to changes in laws, regulations, regulations and practices in the field of welfare that become effective throughout the contract period, including any extension of the contract.
These changes and adjustments shall be made at no extra cost to us as a buyer, as adjustments are necessary for the full functioning of the business system.
The operational operational system contains a large amount of information that needs to be transferred to other IT systems, both to retrieve and provide information such as finance/staff systems, care planning systems, possibly future planning systems, user portal, etc.
It is therefore important that the operating system is “open” to enable integration with the municipality’s other systems.
