Description

The Assignment concerns the delivery, implementation and support of an Energy Registration and Monitoring System (EBS). In order to unburden WUR as much as possible, the EBS must be based on a SaaS solution. Optionally, we ask for a solution to support the financial processes. No purchase obligation applies and is taken at the initiative of the Client. When this option is taken, it is part of the Assignment and the Agreement. With the EBS, energy data (electricity, gas, heat, cold and water) is stored from the various sources with the aim of: • improving the energy efficiency of buildings and installations • checking meter readings for invoice control • as a basis for the internal charging of energy costs • monitoring of WUR's energy savings targets A functioning EBS is legally required for most WUR buildings. The EBS receives its data from the building management systems (GBS), measurement data from legal measuring companies (Kenter, Innax, Enepa), inverter data from solar panels (SolarEdge, SMA) and meters are also read out manually. As GBS, the majority of WUR buildings use PRIVA. The Solution sought is ‘fed’ with these data to provide the requested functionality. This concerns data that is retrieved from applications of the Client itself, applications of suppliers of WUR and public institutions (e.g. KNMI). For the internal applications, these are applications that are hosted ‘on premise’ (Planon, Priva), but also SaaS applications. To this end, the Solution connects to WUR's data integration platform. The requirements for this are laid down in this invitation to tender. In addition to analysis purposes, the data from the Solution will be used to facilitate the pass-through of energy costs and the forecast of the amount of these costs. Provisions for this are realized in the data warehouse facilities of WUR. For this, too, the Solution links to the aforementioned data integration platforms. It is therefore important that data from the Solution (retrieved and registered values and derivatives thereof) are unlocked through API and export options. Depending on the possibilities offered by your Solution (see the wishes formulated in this invitation to tender), it may be relevant to offer the possibility to read energy invoices and to be able to set energy rates. For example, invoice verification can take place within the Solution. WUR is considering deploying an energy management system for managing energy demand based on the energy supply in the future. The Client may want to use data from this via the data integration platform to feed the Solution (including controlling grid congestion and electrification of heat demand). WUR is also working on the realization of a data integration platform specifically for the processing of meet/InternetOfThings data, support of the MQTT protocol is desired so that it can be connected to it. The GACS obligation from 2026 requires close cooperation between GBS and EBS, WUR is currently exploring what steps need to be taken to comply with it.
