Description

The object of the procurement is a rehabilitation service for private customers of the Social Insurance Institution of Finland (Kela) for children with rare diseases and a development project related to the implementation of rehabilitation. The procurement is made nationwide, also taking into account the perspective of geographical coverage in order to secure regional service needs and the freedom of choice of the customer. Development will take place between 1 January 2026 and 30 April 2027. The progress of the development project and the contractual price to be paid for the development, as determined by Kela, are described in Appendix 6 of the invitation to tender Description of development - Course for children with a rare disease. If only one service provider is selected for the framework agreement, Kela will not procure a development project. In this case, the service provider will implement only the courses specified in the agreement. By submitting a tender in this invitation to tender, the tenderer undertakes to provide the service to customers coming from the whole of Finland. The adaptation training and development work is carried out as discretionary rehabilitation in accordance with section 12 of the Act on Rehabilitation Benefits and Rehabilitation Allowances of the Social Insurance Institution 566/2005 (later KKRL or Kela's Rehabilitation Act). The rehabilitation of Kela's customers will begin on 1 January 2026. The courses for children with a rare disease organised by Kela are adaptation training for children under 16 years of age with a rare disease and their families. The purpose is to respond to the child's and their loved ones' need for help, information and support in a life situation that has changed due to a child's rare disease. The service description of Kela's rehabilitation and its appendices define the content of rehabilitation arranged by Kela and its quality requirements. The service description and its appendices are applied simultaneously in the implementation of rehabilitation arranged by Kela. However, the service description always takes precedence over the attachments. The above-mentioned service description and its appendices are hereinafter referred to as the ‘Rehabilitation Service Description’ in this invitation to tender. The rehabilitation service description is valid from 1 January 2026. The service provider undertakes to comply with the rehabilitation service description throughout the contract period. The development work carried out alongside the implementation of the rehabilitation service will not cause any changes to the service description during the contract period. A separate offer must be made for each location offered. A tenderer may submit only one tender for the same establishment.
