The object of the procurement is the comprehensive renewal of Ab Stormossen Oy's (hereinafter referred to as the Client) material management information systems for waste management. The procurement consists of two application packages for which the acquired information system must provide modern tools. These application packages are the horizontal system of Stormossen's Mustasaari waste treatment centre and the system packages of the self-service solution for recovery stations in the entire operating area. The new system entity to be procured must include the necessary tools for the comprehensive digitalisation of both entities. The system to be procured must be a single entity that includes all the required tools and gathers all the information to a single point and enables reporting of the whole from a single place. The system entity to be procured shall be based on a ready-made software product offered by the Supplier, which includes ready-made software components for both horizontal use and self-service use at waste stations. The system's feature requirements are described in Ab Stormossen Oy's public procurement criteria list_v.1.0 document attached to the procurement data. The client's absolute requirement is a ready-made solution on the market, in which case the procurement focuses on the implementation of the system and not on the development of the system. With this requirement, the Client wants to ensure the rapid and successful implementation of the system and the replacement of the old systems. Therefore, the Tenderer must be able to present the property requirements presented in the List of Requirements in the correct reference use. The delivery of the material management system package subject to the procurement consists of commercial ready-made software/information systems, the configuration of the system in a manner suitable for the Customer's use, the planning and implementation of the commissioning project, and personnel work related to maintenance. The package also includes technical equipment to be placed at waste stations as described in this document and its appendices. The tenderer must take overall responsibility for the delivery of the package and its continuous maintenance. The implementation of the overall system will take place in stages. The first step will be the horizontal system section at the Stormossen waste treatment centre, which must be in production use by 1 December 2024. The self-service system for waste stations will be introduced one station at a time within the next 1-5 years. There will be 0 to 7 waste stations where the self-service system will be introduced. The Customer reserves all rights to decide on the scope and schedule of the commissioning.
