Description

Kliniken Südostbayern AG wants to award general planning services (LPH 1 to 9) for the conversion of the roof landing site of Klinikum Traunstein. Specifically, it is about the necessary conversion measures for the roof landing site of the rescue helicopter Christoph 14, which currently no longer meets EU requirements. The rooftop landing site shall comply with the requirements of the LuftVG and the AVV for the approval of the installation and operation of helicopter aerodromes (hereinafter AVV) in order to ensure the safety of all persons involved in the flight operation, as well as the safety of residents and patients at all times. It is essential for the emergency medical care of the entire Chiemgau region and the Berchtesgadener Land to continue to operate the air rescue centre and the landing site on the existing roof area. Kliniken Südostbayern AG maintains a Level 1 perinatal centre at its main provider Traun-stein site in addition to a supra-regional trauma centre, each of which is dependent on a fast air transport connection. Traunstein was designated as an air rescue site by the Supreme Rescue Service Authority (StMI) in 1976 and was one of the first air rescue centres to be equipped with the nationwide pioneering concept of a rooftop landing site at the main supplier. The ever-increasing number of bets (Christoph 14 2015: Almost 1600) led to the Bavarian-wide "disposition guide air rescue", which aims to use air rescue as needed. The successful implementation led to the fact that the number of deployments has stabilised since 2016 to about 1300 deployments per year. However, the general development in the rescue service suggests that the number of missions will continue to rise in the future. In addition to the increasing tourism numbers in the region, the increasing population and the specialization of health care are the reason for the increase in flight movements. Deconstructions, renovations and new constructions are now required. The roof landing area is to be extended to the current standards for a landing site/fato and two parking spaces (1x FATO / 2x TLOF). In the event of an accident, a new basin and a second escape route must be built, which is also needed by the local fire brigade to gain access to the landing site. The lighting of the landing site must also be reworked, as the existing lighting system exceeds the assessment basis AVV point 3.2.2.4. For this purpose, low beams are necessary, for example, because the permissible height is otherwise exceeded by the height of the roll-over protection, as is currently the case. In addition, a semi-automatic fire-extinguishing system including a fire-extinguishing centre and multi-purpose jet pipe must be installed in order to be able to fully meet the requirements of Part 6 of the AVV. The existing fall protection system for personal protection must be completely dismantled and replaced by a standard-compliant safety system in accordance with AVV 3.2.2.7. In addition, there are other structural measures such as earthing systems, facade work and the laying of pipes. For the technical details, please refer to the feasibility study annexed to the application conditions. Text automatically translated in your browsing language Automatically translated
