Detoxification and rehabilitation services for substance abuse services
The Kainuu Welfare Area requests offers for substance abuse treatment, 24-hour inpatient rehabilitation and 24-hour non-pharmaceutical inpatient rehabilitation. The contract period starts on 1 September 2026 and ends on 31 December 2027. After the actual contract period, the subscriber has the right to extend the contract period by two (2) one-year (1) option periods. During the option period, the agreement will be applied on the same terms as before, in accordance with the terms in force at the end of the contractual period. This is a multi-supplier framework agreement in accordance with the Act on Public Contracts, in which the terms and conditions have been confirmed. Annex 6). A maximum of six (6) service providers who have submitted an approved tender will be selected for each sub-area of the framework agreement. The selection criterion is overall economic affordability, the cheapest reference price. The order of priority may be deviated from if another place is considered to be more appropriate for the customer. When selecting a supplier, decision-making is based on the qualifications and professional skills of the supplier that are best suited to the needs of the Client and the Client's end customer, as well as the geographical location of the end customer and the supplier and previous experience/"acquaintance" between the supplier and the end customer. In this case, the needs and selection of end customers, i.e. natural persons who need and use the service, are taken into account. The Kainuu Welfare Area's Mental Health and Treatment of Addictions service area provides care and expert services for adult Kainuu residents whose resilience is weakened by their own or a loved one's use of intoxicants or other addiction and related psychosocial and health problems. Customers are directed to the acquired service from the service area of mental health services and treatment of addictions in the Kainuu wellbeing services area. The service is part of the client's treatment and rehabilitation plan. The unit producing institutional rehabilitation must be located in such a way that it is reasonably possible to travel there from Kainuu by public transport. The customer is not obligated to pay any fees to the service provider. If, during the procurement period, there are changes to the subject matter of the procurement, the status or obligations of the Client, due to legal reasons or otherwise beyond the control of the Client, the Provider undertakes that the procurement contract will be amended accordingly Treatment provided in a healthcare unit maintained by the State or a municipality is exempt from VAT. Private medical care which is subject to social supervision is also exempt from the tax. Health and medical services sold by a private service provider are exempt from tax if the service provider is registered in the register of private healthcare providers (Soteri).
